Position Overview
Senior Project Manager (Project Manager
3) – Behavioral Health Division, Oregon Health Authority. Lead project management efforts related to the federal Mink Bowman lawsuit, improving admissions and discharges at the Oregon State Hospital and enhancing community‑based services statewide.
- Lead project management activities, coordinating cross‑agency teams and ensuring timely completion of tasks.
- Develop and manage workplans, budgets, and performance metrics for key BHD initiatives.
- Provide strategic leadership, coordination, and decision‑making support across the Behavioral Health Division.
- Communicate progress and recommendations to senior leadership and external partners, ensuring clarity and alignment with OHA priorities.
- Enhance communication and continuity of care across Oregon’s behavioral health system.
- Seven years of professional experience related to the class concept; ORSix years of professional experience and an Oregon Project Management Associate certification; ORFour years of professional experience and a bachelor’s degree in Business Administration, Management, Public Administration, or a closely related field; ORTwo years of professional experience and a Project Management Professional certification from the Project Management Institute.
- Demonstrated ability to integrate health equity considerations into project decisions.
- Experience applying established project management principles to guide planning and implementation.
- Proficiency in financial analysis, reporting techniques, operational research methods, and resource coordination.
- Knowledge of organizational behavior, administrative systems, and advanced statistical methods.
- Strong computer systems analysis skills, including familiarity with complex organizational software.
- Effective organizational communication skills and quantitative technique application to assess program efficiency.
- Experience with executive and legislative decision‑making processes and applying organizational systems principles to government operations.

Full‑time, permanent, SEIU represented, hybrid (5% in‑person) position based in Salem, Oregon. Salary range: $7,537 – $11,098 (non‑PERS). PERS qualification increases range by 6.95%.
