Job Description

Program Analyst 3 (Business Development Representative) Help Oregon's veterans achieve home ownership—while building the statewide partnerships that make it possible. The Oregon Department of Veterans’ affairs is looking for a Business Development Representative to lead outreach, strengthen industry relationships, deliver engaging presentations, and grow awareness of the ODVA Home Loan Program across Oregon. The Oregon Department of Veterans’ Affairs has one (1) full-time opportunity available for a Program Analyst 3 (Business Development Representative) located at ODVA Headquarters in Salem, Oregon.

What you will do!

As ODVA's Business Development Representative, you will lead the Home Loan Program's business development, outreach, marketing, communications, and partner engagement efforts. In this role, you will increase awareness, understanding, and appropriate use of the ODVA Home Loan Program by building and maintaining relationships with eligible veterans, mortgage brokers and lenders, real estate professionals, veteran service organizations, housing partners, community organizations, and other stakeholders throughout Oregon.

Through strategic outreach, education, and collaboration, you will help expand program participation, strengthen industry partnerships, and support Oregon veterans in achieving home ownership. This position serves as the Home Loan Program's primary public-facing representative, leading business development, outreach, and relationship management efforts across Oregon.
