The Emergency Preparedness Coordinator is responsible for leading and coordinating all emergency management activities for Russell Regional Hospital. This role ensures the hospital is prepared to respond effectively to emergencies common in rural communities, including severe weather, limited resource events, and delayed external response times. The coordinator plays a key role in protecting patients, staff, and the community through planning, training, and collaboration.
QualificationsEducation:
Bachelor’s degree in Emergency Management, Healthcare Administration, Public Health, or related field preferred.
Equivalent experience in rural healthcare or emergency services may be considered.
Experience:
2+ years in emergency preparedness, EMS, public safety, or healthcare. Experience in a rural setting or critical access is preferred but not required.
Skills:
- Ability to work independently and wear multiple hats in a rural setting.
- Strong problem‑solving skills with limited resources.
- Excellent communication and relationship‑building within a small community.
- Ability to remain calm and decisive in high‑stress situations.
- Practical, hands‑on approach to training and preparedness.
- Update existing and implement new policies for the department.
- Ensure compliance with CMS Emergency Preparedness Conditions of Participation.
- Adapt emergency plans to reflect rural challenges such as:
- Limited staffing and surge capacity.
- Supply chain disruptions.
- Coordinate and lead facility‑wide emergency drills (e.g., tornado, mass casualty, utility failure).
Provide practical, hands‑on training tailored to small teams where staff wear multiple hats.
Ensure all employees understand their roles during emergencies.
Serve as a leader within the Hospital Incident Command System (HICS).
Assist with coordination during real‑time emergencies, often taking on multiple roles.
Support internal and external communication efforts during incidents.
- Conduct annual Hazard Vulnerability Analysis (HVA) with focus on rural risks:
- Severe weather (tornadoes, winter storms).
Develop mitigation and response strategies based on identified risks.
- Build strong relationships with:
- Local EMS, fire departments, and law enforcement.
- County emergency management agencies.
- Regional healthcare coalitions.
Participate in community emergency planning and response efforts.
Coordinate mutual aid agreements with nearby facilities.
Maintain required documentation for surveys and audits.
Prepare for CMS surveys.
Complete after‑action reports and ensure follow‑up on improvement plans.
Must have on‑call availability for emergencies and disasters.
May require extended hours during incidents or community events.
Occasional travel for regional coalition meetings or training.
Any other duties as assigned by the supervisor.
