Position Summary & Responsibilities

The RHTP Procurement Officer III position K0247857 will serve as the central point of contact to assist bureaus and/or programs with the development of contractual agreements ensuring that mandatory terms and provisions are incorporated as appropriate. Provides guidance to agency staff on required supplemental documentation or approvals that may be required prior to execution of the contract agreement to ensure compliance with State Procurement and Accounting policies.

Consults with the Procurement Manager and Director of Finance as necessary to ensure that all requirements have been met prior to releasing the contract into concurrence. Reviews contract amendments per established procedures documenting the changes being made to the original agreement to determine what if any supplemental documentation or approvals are necessary to ensure compliance with State Procurement and Accounting policies.

Facilitates and administers the routing of Rural Health Transformation Grant (RHTP) contractual agreements, grant applications and all other documents requiring the Secretary’s signature through Docu Sign. Monitors documents through the approval process. Provides weekly dashboard reports to assigned Bureaus to update them on the routing status of agreements or grant applications originating within their Bureau.

Maintains a master database of all agency contractual agreements. Collaborates with appropriate Bureau contract administrator to ensure that contract payments are made in compliance with payment terms and frequency and that all deliverables or milestones have been achieved. Manages and maintains a database of all contractual agreements and prior authorization approvals to be used as a resource by Central Accounts Payable/Procurement team members in the preparation and processing of contractual payments.

Job Responsibilities may include but are not limited to the following:
  • Creates Purchase Orders for Rural Health Transformation Grant contracts and agreements. Reviews agency contractual agreements in which funds are to be obligated and generates requisitions in the Statewide Management Accounting and Reporting Tool (SMART) system to obligate the funds.
  • Processes Rural Health Transformation Grant (RHTP) Invoices for payment as needed.
  • Assist in processing Task Order Proposals as directed by the Procurement Manager.
