ESSENTIAL FUNCTIONS

  • Maintains custody of ordinances and other official documents and records;
  • Maintains all financial, banking, and investment records;
  • Enters information in the computer,
  • Researches and makes recommendations on financial investments;
  • Attends City Council meetings and records official minutes of meeting;
  • Assists the City Manager with budget preparation and maintaining control of department budgets;
  • Maintains all insurance records and reports;
  • Processes and documents accounts payable including encumbrances and purchases;
  • Oversees the preparation and reporting process of city payroll, employee benefits, workers compensation, and accident reports;
  • Performs personnel management duties such as FLSA interpretation, ADA compliance, health insurance review and monitoring;
  • Supervises the collection of cash receipts and accounts receivable;
  • Informs the general public on areas concerning municipal ordinances and procedures;
  • Maintains corporate seal of the city and administers oaths of office;
  • Maintains and updates city code book;
  • Assists citizens with concerns and complaints;
  • Oversees the utility billing process.

MARGINAL FUNCTIONS

  • Types letters and correspondence;
  • Performs other related duties as deemed necessary or as required;

POSITION REQUIREMENTS

  • Experience:

    Three to four years of accounting and city government administration experience or the equivalent training is required. Employee is expected to have acquired the necessary information and skills to perform the job reasonably well after six months in the position.
  • Education:

    High school diploma or GED required. Post-secondary degree in accounting, business, public administration or a related field is preferred. A Certified Public Accountant (CPA) certification is preferred.
  • Skills:

    Technical abilities that the employee is expected to possess include thorough knowledge of accounting, government financial reporting, investments, federal, state, and municipal bond laws as well as thorough knowledge of local government ordinances, laws, and regulations. The employee must possess excellent supervisory skills and the ability to gather, analyze, and prepare reports. The City Clerk must have excellent communication, written, and interpersonal skills.

    The ability to operate a computer and other related office equipment is also required.
  • Problem solving:
    Occasional problem solving is a factor in this position. Problems primarily include handling citizen and employee concerns and complaints, and resolving issues within the financial system.
  • Decision making:
    Frequent decision making is a factor in this position. Decisions include but are not limited to coding of various expenditures and fund availability for unbudgeted items.
  • Supervision:
    Occasional supervision and job-related decisions are subject to review by the City Manager. Employee is responsible for the supervision of subordinate personnel.
  • Financial accountability:
    This employee is responsible for budgetary control of an area within the department and participates in the annual budget process. Employee must be bondable.
  • Personal relations:
    This employee is in constant contact with other City departments, employees, City Commissioners, and the general public.
  • Physical requirements:

    The ability to express or exchange ideas by oral and written communication. This employee conveys and receives detailed or important instructions to and from other workers and the general public. Work occurs in an office setting. Heavy data entry and repetitive motions with this function are involved.
