The Community Program Manager is a management classification with the overall responsibility to plan, manage, and direct the implementation of services, operations, and facilities related to the assigned department. This classification is distinguished from the Animal Services Supervisor by the indirect responsibility of the humane and care and treatment of animals. Receives direction from the Deputy City Manager/ City Clerk and/or designee, and exercises direct supervision over office and shelter professional, supervisory and administrative staff.

Any combination of education and experience that has provided the knowledge, skills and abilities necessary for the position of Community Program Manager. A typical way of obtaining the required qualifications is to possess five (5) years of responsible management level experience leading, directing, and managing employees in municipal or private sector operations. Three (3) years of experience in the field of humane animal care and control related duties;

three (3) years of supervisory experience; a High School diploma or GED; and possession of a Bachelor’s degree from an accredited college or university in public administration, business management, zoology, animal science or a related field. A Registered Veterinary License is preferred.

License/Certificate:
  • Possession of, or ability to obtain, a valid class “C” California driver’s license.
  • Possession of, or ability to obtain, State of California euthanization certificate within one (1) year of appointment.
  • Possession of, or ability to obtain, California Penal Code 832 certification may be required of position.
Other Requirements:
  • Participate with the required City’s Adjusted Workweek Schedule and other assignments, such as working weekends, holidays, nights, rotating shifts, may respond to emergency animal services assignments during off-duty hours, and pre-designated days in order to provide customer service to the community.
