DEFINITION/
PURPOSE:
Under general direction, provides professional-level analytical, operational, and technical support to the Housing Programs Department. Conducts research, analysis, and evaluation of housing program operations, policies, procedures, and regulatory requirements to ensure program effectiveness and compliance. Assists in the development and implementation of operational workflows, standard operating procedures, and workflow improvements; provides technical guidance to staff; and supports departmental planning, reporting, and special projects.
This position serves as a department wide analytical resource responsible for evaluating program effectiveness, identifying operational improvements, and supporting strategic decision-making.
This single-position professional analyst classification is responsible for evaluating and improving Housing Programs Department operations through research, data analysis, policy review, regulatory interpretation, and compliance activities. The classification emphasizes process improvement, policy development, operational support, and regulatory compliance. The position focuses on professional-level analysis, policy development, regulatory compliance, and operational improvement rather than direct program administration or formal supervision.
ESSENTIAL JOB FUNCTIONS:Duties include, but are not limited to, the following:
- Provide analytical support for housing assistance programs within the Housing Programs Department, including researching, analyzing, and developing department operational policies and procedures.
- Develop and review operational procedures to evaluate the effectiveness and implementation of housing programs and prepare recommendations for program improvements and compliance.
- Perform program audits for existing housing programs.
- Serve as a primary liaison between the Housing Programs Department and participating property owners and landlords. Foster effective communication and collaboration, respond to inquiries, resolve concerns, and support successful participation in Housing Authority programs.
- Maintain and analyze program data, establish and monitor performance baselines and performance metrics, identify operational trends, and prepare routine monthly, statistical, operational reports to support compliance, decision-making, process improvement, and continuous improvement initiatives.
- Monitor program operations for compliance with HUD regulations, agency policies, administrative plans, regulatory agreements, and applicable federal, state, and local requirements. Identify deficiencies and recommend corrective actions.
- Assist in the preparation of the Authority’s response in administrative, legal, or regulatory matters, ensuring compliance with applicable CFR requirements, HUD regulations, and Authority policies.
- Research, evaluate, and support the implementation of housing management software and technology systems, including but not limited to Yardi Voyager, Rent Cafe, Compliance Manager, and related platforms. Analyze system effectiveness, identify opportunities for process improvement, and make recommendations for system enhancements, modifications, or future technology solutions.
- Train, mentor, and provide technical support and guidance to new and existing staff on housing program operations, eligibility, occupancy requirements, program administration, software systems, regulatory requirements, reporting functions, work procedures, HUD regulations, and other federal, state, and local requirements governing affordable housing programs.
- Prepare, analyze, and present comprehensive technical reports, records, and findings. Conduct research, data collection, and statistical analysis to support program evaluation, regulatory compliance, strategic planning, policy development, and operational decision-making.
