Definition
Under the direction of the Director, District Advisory Services, the District Fiscal Specialist plans, organizes, coordinates, supervises, and implements comprehensive fiscal and business services for contracted school districts. This position provides expert leadership and technical support in budgeting, accounting, payroll, purchasing, auditing, and other business operations to ensure compliance with state and county regulations, sound fiscal management practices, and the effective stewardship of public funds.
The District Fiscal Specialist serves as a key advisor to district leadership on financial matters and supports districts in maintaining efficient, accurate, and transparent financial operations.

Major Duties and Responsibilities- Provide and ensure adequate and proper in-service training for district personnel regarding business services
- Support and direct the functions of the business office, including budgeting, payroll, purchasing, accounting, attendance, auditing, and insurance programs
- Direct business and accounting activities in accordance with principles of sound fiscal management
- Direct and coordinate preparation of annual budgets, interim reports, and other required state documents for approval and adoption by District Boards; compile, analyze and consolidate budget information
- Monitor, control, and revise budgets; direct and monitor revolving cash funds; assist Principals and budget committees in the development of individual budgets, control of expenditures, and interrelated funds; coordinate the audits of member districts; direct the production and distribution of financial reports
- Assist the District Superintendents in the development of business policies, procedures, and programs; interpret districts' policies and administrative regulations regarding matters related to assigned duties
- Administer the contracting districts' financial programs within State and County legal requirements and budget limitations; assure timely and accurate financial reporting; assure proper internal controls, audit trails, and records maintenance
- Assist contracting districts with food services programs; monitor costs and provide technical expertise regarding financial operations
- Assist contracting districts with transportation programs; monitor costs and provide technical expertise regarding financial operations
- Review major purchase requests and purchase orders issued by contracting districts and approve as appropriate; prepare and administer contracts as assigned; assist contracting districts with District bids in accordance with District policies and established procurement regulations
- Complies with Monterey County Office of Education Board Policies, Superintendent Policies, and Administrative Regulations

Required QualificationsEducation and Experience
- Bachelor’s Degree from an accredited college or university in business administration or a related field
- Three (3) years of increasingly responsible professional accounting and business experience in a school district or public agency
- Minimum of two (2) years supervisory experience
