Position Duties

Lead, manage, and perform audits for DPSCS incarcerated individuals' contracts and program oversight.

Key responsibilities include:

  • Schedules, assigns, and reviews work of junior internal auditors who conduct financial, compliance, economy, and efficiency, KPI performance, and program audits.
  • Provides advice, guidance, and direction to junior auditors concerning unusual findings.
  • Assists the supervisor in training and development of junior auditors in fiscal compliance and generally accepted government auditing standards.
  • Assists in planning audit programs by determining audit areas, objectives, and scope.
  • Determines major financial-related areas of operations based on significance and risk assessments.
  • Develops audit verification tests and identifies exceptions to generally accepted accounting principles and material noncompliance with vendor contracts and applicable laws, regulations, and procedures.
  • Performs lead reviews of medical, mental health, dental, and pharmacy contracts for incarcerated individuals.
  • Conducts investigations of accounting procedures to determine internal control adequacy and recommends improvements to correct deficiencies within required deadlines.
  • Completes verification of findings cited in Office of Legislative Audits reports and evaluates effectiveness of corrective actions taken by DPSCS management.
  • Uses data analytics (Access and Excel) to validate key performance indicators associated with outsourced services, preparing audit reports that include findings and recommendations regarding contract performance.
  • Operates Access database and utilizes SQL knowledge essential for audit execution.
  • Provides supervision of junior-level auditors in the absence of the supervisor.
Minimum Qualifications
  • A Bachelor's degree in accounting from an accredited college or university, or a Bachelor's degree with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.
  • Four years of experience conducting financial and operational internal audits that include finance and compliance, economy and efficiency, and program results.
  • Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 may be considered to have met the educational requirement.
  • Candidates may substitute possession of a Certified Public Accountant or Certified Internal Auditor certificate, or a master’s degree in accounting for one year of the required experience.
  • Candidates may substitute one year of professional accounting experience for one year of the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes on a year‑for‑year basis for the required experience.
Preferred Qualifications
  • Two or more years of experience preparing summary reports on the results of audits.
  • Two or more years of experience reviewing the work of junior‑level auditors.
Licenses, Registrations, and Certifications
  • Valid motor vehicle operator's license in Maryland if the position requires the operation of a motor vehicle.
