We are seeking an experienced Heavy Civil Utilities Superintendent to support a well‑established, heavy civil construction company specializing in underground utility and infrastructure work. This role is responsible for overseeing all field operations on sewer, water, and storm drain projects, leading multiple crews and subcontractors, coordinating daily construction activities, and enforcing strict safety and quality standards. The Superintendent will play a key role in delivering municipal and private utility projects safely, on schedule, and within budget through hands‑on field leadership and strong operational execution.

Key Responsibilities

Field Leadership & Crew Management

  • Lead, supervise, and coordinate multiple utility crews and subcontractors across one or more active projects
  • Interview, hire, and onboard field personnel as required
  • Approve timecards, workforce assignments, and time‑off requests
  • Develop and manage short‑ and long‑term work plans, production schedules, and manpower forecasts
  • Communicate daily objectives, sequencing, and productivity goals to forepersons and crew leads

Heavy Civil Utilities Execution

  • Oversee installation of sewer, water, and storm drain systems
    , including trenching, pipe laying, structures, tie‑ins, testing, and backfill
  • Coordinate utility work with survey, grading, paving, traffic control, and restoration activities
  • Ensure compliance with approved plans, specifications, and municipal standards
  • Monitor production rates, material usage, and job cost performance
  • Identify and resolve field conflicts, constructability issues, and utility clashes
Safety, Quality & Compliance
  • Enforce all site safety policies, OSHA requirements, and company safety standards
  • Conduct daily safety meetings, site inspections, and toolbox talks
  • Identify and correct safety hazards, deficiencies, or non‑conforming work immediately
  • Ensure utility installations meet quality, testing, and inspection requirements
  • Maintain compliance with local, state, and federal regulations
Project Coordination & Communication
  • Coordinate inspections, testing, and approvals with municipalities, inspectors, and utility owners
  • Obtain required permits and ensure work aligns with contract documents and governing authority requirements
  • Prepare and provide daily reports, production tracking, and progress updates
  • Communicate budget trends, schedule impacts, and field issues to project management

Labor & Stakeholder Relations

  • Work collaboratively with union representatives when applicable
  • Maintain positive working relationships with owners, inspectors, engineers, and project stakeholders
  • Perform other related duties as assigned
Required Skills & Abilities
  • Proven ability to manage multiple crews across multiple heavy civil utility projects
  • Strong knowledge of underground utilities, trench safety, and wet utility installation methods
  • Ability to read, interpret, and execute civil plans, profiles, and specifications
  • Strong leadership, organizational, and communication skills
  • Ability to work effectively in fast‑paced, production‑driven environments
  • Strong problem‑solving skills with the ability to make sound field decisions
  • High attention to detail and commitment to quality and safety
Education & Experience
  • Bachelor’s degree in Construction Management, Civil Engineering, or related field preferred
  • Equivalent experience considered in lieu of formal education
  • Minimum 10 years of experience as a Superintendent in heavy civil construction
  • Minimum 10 years of hands‑on experience with sewer, water, and storm drain installation
  • Demonstrated experience managing multiple crews and multiple projects simultaneously
Physical Requirements
  • Ability to access and navigate active construction sites in all weather conditions
  • Ability to lift up to 40 pounds as required
