The Special Education Coordinator provides leadership and expertise in special education programming for preschool students. The coordinator trains and supports special education staff on the Individuals with Disabilities Education Act (IDEA), Utah State Board of Education (USBE) Special Education Rules, and best practices for working with preschoolers with disabilities and their families. The coordinator supports general education staff in providing inclusionary environments and classroom supports necessary for student success.
EssentialFunctions
- Compliance & Leadership:
- Ensures compliance with IDEA federal regulations and USBE rules by providing expert guidance and support to school teams.
- Serves as the Local Education Agency (LEA) representative at preschool IEP meetings to ensure legal and procedural adherence.
- Contributes to program planning and continuous improvement as an active member of the Preschool Leadership Team.
- Staff Development & Operations:
- Mentors special education staff in developing high-quality IEPs and facilitating effective, student-centered meetings.
- Designs and implements professional learning opportunities tailored to the needs of Special Education Teachers and Education Support Professionals (ESPs).
- Manages daily preschool staffing and classroom assignments to ensure appropriate coverage and student support.
- Coordinates specialized transportation services in strict accordance with student IEP requirements.
- Mediates and resolves classroom concerns for both general and special education students by collaborating with parents, staff, and administrators.
- Partners with parents to navigate enrollment processes and address specific student needs or service gaps.
- Cultivates collaborative relationships with elementary school principals to proactively address building-level special education concerns.
- Other duties as assigned.
- Regulatory Expertise: Comprehensive understanding of IDEA federal regulations, USBE Special Education Rules, and District policies.
- Early Childhood Systems: Proficiency in Utah Core Standards for Early Learning, UPOD (Utah Preschool Outcomes Data System), and Medicaid reporting requirements.
- Curriculum & Assessment: Working knowledge of the Frog Street Curriculum and Focus assessment/reporting systems.
- Leadership &
Coaching:
Proven ability to provide constructive feedback, evidence-based guidance, and Alternative Dispute Resolution (ADR) techniques to both special and general education staff. - Operational Excellence: Exceptional organizational and logistical skills to manage multiple deadlines and complex program requirements.
- Requires a valid Professional Educator License issued by the Utah State Board of Education (or equivalent out-of-state license) with a License Area of Concentration in:
- Preschool Special Education;
- Special Education;
- Speech-Language Pathologist.
- Professional experience working directly with preschool-age students with disabilities is preferred.
- Determines school location for student services and guides decisions related to student services, placement, and service delivery models as the designated LEA representative.
- Evaluates classroom staff needs and determines daily substitute assignments.
- Interprets IDEA regulations and USBE rules to provide compliance guidance to school-based teams.
- Consults with program administrators and licensed staff to provide expert guidance on complex IDEA compliance matters.
- Mediates interactions between parents and school teams to resolve disputes and ensure student needs are met.
- Represents the program in collaborative partnerships with elementary school personnel and other district departments.
