Project Procurement Manager
SummaryThe Project Procurement Manager (PPM) leads the project procurement team and activities on projects from early FEL phases up to FEL4 project execution, including closeout and handover. The PPM is the custodian of the entire procurement lifecycle work process at the home and/or site offices and ensures interfaces with the Client, Project Manager, and other functional managers such as Engineering, Project Controls, Construction Management, and Commissioning.
The PPM provides effective communication and relationships with all project stakeholders, including vendors and contractors. The PPM directs and supervises all procurement disciplines—Contracts, Purchasing, Expediting, Vendor Quality Surveillance, Logistics, Materials Management, and Procurement Systems—to fully integrate contracts and materials management processes, procedures, templates, and tools. The PPM provides guidance, leadership, and advice to ensure successful delivery of procurement services. The PPM plans, organizes, controls, and manages all procurement activities related to engineering and/or construction services, equipment and/or materials to achieve optimum performance with regard to Health and Safety, Quality, technical requirements, schedule, and cost, in line with project objectives and requirements.
- Implement all procurement work processes, procedures, work instructions, and tools, including forms and templates during FEL Setup stages.
- Drive project procurement performance by aligning procurement services with project strategies to achieve best outcomes in scope, cost, risk, and time.
- Supervise, train, and assist all procurement team members across disciplines while promoting a healthy work environment.
- Interface with the client and functional groups to ensure objectives are achieved and identified problems are addressed.
- Provide functional direction on procurement issues from Home and/or Site operations, including contract administration, closeout, and materials management.
- Coordinate studies such as sourcing, modularization, packaging strategy, logistics strategy, and transportation with procurement expertise.
- Compile discipline work plans for Contracts, Purchasing, Expediting, Vendor Quality Surveillance, Logistics, and Materials Management into the Project Procurement Execution Plan (PPEP) and Project Execution Plan (PEP).
- Act as the primary communication resource regarding procurement scope and services within the project.
- Establish and maintain the division of responsibility between procurement team members and other functions.
- Ensure integrity of the procurement lifecycle, verify compliance with relevant procedures, and maintain ethical business practices.
- Manage procurement performance from package definition to final closeout, delivering right materials and services at optimal cost.
- Lead continual improvement through a self‑audit plan measuring compliance with guidelines and procedures.
