Financial Compliance, Regulatory Compliance Specialist, Risk Manager/Analyst
Celtic Bank is seeking a Compliance Manager ("CM") who will be responsible for ensuring compliance with federal and state banking regulations, as well as all Celtic Bank policies and procedures. The role will work closely with the Bank's Strategic Lending Partners to review contractual and regulatory requirements, conduct due diligence, assess risks, monitor policy adherence, and manage compliance activities related to product and service changes.
What’llYou Do at Celtic Bank
- Act as the primary contact for assigned SLPs on compliance matters.
- Oversee and monitor the compliance management systems of assigned SLPs.
- Inform Executive Management of key regulatory developments and determine their impact on the Bank.
- Ensure all business practices comply with policies and procedures, including those in origination software systems, loan pricing, marketing materials, customer correspondence, and product documents.
- Stay current on federal and state regulatory changes related to consumer and commercial lending, privacy, and AML; communicate and implement changes.
- Conduct regulatory risk assessments to identify inherent compliance risk, mitigating controls, and residual risks.
- Identify and deploy controls, documenting them in policies and procedures.
- Assist in refining and executing compliance monitoring programs to test controls.
- Review and respond to customer complaints, identifying trends and systemic issues.
- Participate in audits and regulatory examinations; help address findings.
- Complete additional projects and duties as directed.
- Bachelor's degree and 3+ years of regulatory compliance experience, or 5+ years of comparable experience if no degree.
- Prior bank experience required; fintech experience preferred.
- Strong knowledge of commercial and consumer lending regulations such as UDAAP, ECOA, TILA, FCRA, SCRA, MLA, FDCPA, Privacy, TCPA.
- Experience performing internal control reviews, quality assessments, and compliance or audit testing.
- Excellent verbal and written communication and strong presentation skills.
- Project management and organizational skills.
- Attention to detail and strong analytical thinking.
- Self‑starter able to work independently in a fast‑paced environment with minimal supervision.
- Team player who collaborates effectively with other departments and executive management.
- High initiative and strong problem‑solving skills; demonstrates good judgment and sound decision making.
- CRCM or CAMS certifications desired but not required.
- Experience working with regulators (FDIC, Utah Department of Financial Institutions) preferred.

- Move between work sites and office areas to access file cabinets and equipment.
- Communicate effectively in spoken and written English.
- Work onsite or in a hybrid model; may travel to the Salt Lake City office as needed.
- Utah‑based employees may have a hybrid work schedule after initial training.
