Program Manager – Assertive Community Treatment (ACT)

First Step House is hiring a full‑time, fully licensed Program Manager for our ACT program. "We help people build lives of meaning, purpose, and recovery," and we are dedicated to this mission.

The Assertive Community Treatment (ACT) Program Manager oversees the daily operations, clinical integrity, and performance outcomes of the ACT program, serving adults with serious mental illness. This role provides leadership, supervision, administrative oversight, and ensures fidelity to the ACT model while promoting a recovery‑oriented, trauma‑informed, and person‑centered service environment.

With support from the ACT Team's Program Assistant, the Program Manager is solely responsible for the daily organization of the team’s efforts to ensure each recipient receives at least four contacts weekly. Responsibilities include team shift scheduling, recipient service tracking, daily calendaring of appointments and events, and triaging appointments based on recipient needs and status. The ability to triage recipient crises while maintaining scheduled events and services is critical.

In addition to administrative responsibilities, the Program Manager will spend at least 50% of their time (approximately 10 hours per week including travel) on direct service with ACT recipients.

Key Responsibilities
  • Develop and implement policies, workflows, and procedures that support efficient operations and clinical excellence.
  • Delegate client needs, team responsibilities, and fidelity requirements on a daily basis.
  • Collaborate regularly with executive team members from community partners and healthcare systems.
  • Work with the Executive Team and Executive Director to advance and preserve the agency’s philosophy, mission, vision, values, and financial strength.
  • Manage a multidisciplinary team of 8–14 individuals.
  • Create and maintain weekly and monthly work schedules, including evening and weekend on‑call coverage and 24x7x365 crisis availability.
  • Spend at least 10 hours per week in direct face‑to‑face client services.
  • Conduct clinical interviews of potential ACT recipients and review existing assessment information.
  • Provide individual and group clinical supervision to team members, including therapists, case managers, nurses, peer specialists, vocational specialists, and psychiatric providers.
  • Review and monitor treatment plans, risk assessments, crisis plans, and clinical documentation.
  • Facilitate daily team meetings to coordinate care, review caseloads, track contacts, and assign responsibilities.
  • Ensure integration of trauma‑informed care, harm reduction, motivational interviewing, and recovery‑oriented practices.
  • Ensure accurate billing capture, utilization tracking, and revenue optimization.
  • Participate in agency leadership meetings, strategic planning, and interdisciplinary initiatives.
  • Complete other duties as assigned.

Education and Experience
  • Ability to accurately assess and diagnose a variety of mental health and substance abuse diagnoses using industry standard diagnostic tools (e.g., DSM‑V TR).
  • Understanding of all contracts and working agreements, including grant administration.
  • Knowledge of professional ethical codes (ACA, APA, AMHCA, NAADAC, NASW, UNA).
  • Valid driver’s license and insurance eligibility.
  • Understanding of the ACT Team model, principles, and fidelity measures.
  • Minimum master’s degree (MSW, MSC) in mental health disorders, with focus on schizophrenia, bipolar I, and schizoaffective disorders.
  • Three years of post‑licensure experience (no less than five years of post‑graduate experience).
  • Current professional licensure within the State of Utah.

Salary: $87,000 – $94,000 per year. Standardized 36‑hour work week; 4 days, 9 hours per day.
