Summary
This position serves as a Graduate Healthcare Administrative Training Program (GHATP) trainee functioning as a Health System Specialist in the Office of the Executive Director of the Medical Facility and is responsible for managing projects and assisting in the coordination of daily office activities. The position is responsible for all program matters under the direction of the Medical Center Director that is delegated to them.

The Pathways Recent Graduates Program is open to recent graduates who are legally permitted to work in the U.S. To be eligible.. You must have obtained one of the following qualifying degrees - certificate - career - or technical education programs: associates - bachelors - masters - professional - doctoral - or technical/vocational degree or certificate (which may include Registered Apprenticeship Programs - Job Corps - Climate Corps - Ameri Corps - and Peace Corps) from a qualifying educational institution within the previous two years.
Preference eligible veterans who were precluded from applying due to their military service obligation begin their 2-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed 6 years from the date on which the degree (certification and/or career/technical program) was completed.
Minimum Qualifications Requirement: (Individual Occupational Requirement):
To be eligible for this position - you must possess one of the below minimum qualification requirements.
- Possess an Undergraduate or Graduate Degree with a major study in hospital administration - public health administration - or related fields such as business or public administration with course work in health care administration.
- Possess professional work experience that required a knowledge of the basic principles and practices related to the management of a health care delivery system. GRADE LEVEL QUALIFICATION REQUIREMENTS:

Time-In-Grade Requirement:
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position - you must have served 52 weeks at the GS-09. The grade may have been in any occupation - but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year - it may not clearly demonstrate you possess one-year time-in-grade - as required by the announcement. In this instance - you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note:
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-9 :
You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level GS-7 in the Federal service that includes performing the following duties:
Qualifying specialized experience is defined as progressively responsible analytical or administrative - or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative - clinical - or other service activities - and provided knowledge of the following:
- Missions - organizations - programs - and requirements of health care delivery systems;
- Regulations and standards of various regulatory and credentialing groups; and - Government-wide - agency - and facility systems and requirements in various administrative areas such as budget - personnel - and procurement.
-OR- EDUCATION GS-9:
Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in hospital administration - public health administration - or related fields such as business or public administration with course work in health care administration. TRANSCRIPTS REQUIRED.
-OR- COMBINATION GS-9:
Equivalent combinations of successfully completed graduate-level education and experience directly related to the work of the position as described above. (beyond 18 semester hours) as described above.
