Overview

Associate Director Office of Software Licensing
Direct/Manage/Supervise component purchasing specialists and procurement specialists. Develop and implement business plans, policies, and procedures. Collaborate with other departments to prioritize procurement needs. Evaluate results within business unit to determine if organizational objectives are met. Analyze and resolve procurement issues such as budget impact, investigation of supply sources, proposals, bids, etc. May act as first point of contact for outside vendors in the absence of a dedicated Vendor Relations specialist.

Responsibilities

Associate Director, Office of Software Licensing

  • Direct/Manage/Supervise component purchasing specialists and procurement specialists. Develop and implement business plans, policies, and procedures. Collaborate with other departments to prioritize procurement needs. Evaluate results within business unit to determine if organizational objectives are being met. Analyze and resolve procurement issues such as budget impact, investigation of supply sources, proposals, bids, etc. May act as first point of contact for outside vendors in the absence of a dedicated Vendor Relations specialist.
  • Third-level manager. Manages the activities of first-level and second-level managers and/or supervisors. Responsible for hiring, firing, performance appraisals, and pay reviews.
  • Broad knowledge of the field with proven leadership skills. Requires a bachelor’s (or equivalency) + 10 years or a master’s (or equivalency) + 8 years of directly related work experience. This is an Associate Director-Level position in the Management track.

As Associate Director, You Will

  • Lead and supervise a small team responsible for managing the University's software licensing portfolio, including negotiating and onboarding new agreements, overseeing renewals, coordinating deployments, and ensuring license compliance.
  • Monitor all software licenses and agreements to ensure compliance, optimize usage, and maximize value for spend, including providing required reporting and documentation.
  • Oversee the timely and accurate completion of internal software service requests, ensuring high-quality customer service and effective delivery to campus stakeholders.
  • Collaborate closely with IT Services, Finance, Procurement, USHE partner organizations, and departments across the University to support software licensing operations.
  • Develop and maintain strong relationships with software vendors and external partners to ensure smooth, cost-effective, and compliant license delivery.
  • Provide leadership, performance management, and professional development for team members, fostering a culture of accountability, service excellence, and continuous improvement.
  • Manage departmental operations, including budget oversight, documentation, equipment, timekeeping, and other administrative duties as assigned.
Minimum Qualifications

EQUIVALENCY STATEMENT: 1 year of higher education can be substituted for 1 year of directly related work experience (Example: bachelor’s degree = 4 years of directly related work experience).

Associate Director, Procurement Management: Requires a bachelor’s (or equivalency) + 10 years or a master’s (or equivalency) + 8 years of directly related work experience.

Preferences
  • Strong interpersonal and relationship-building skills, with the ability to work effectively across diverse stakeholder groups.
  • Demonstrated experience negotiating enterprise-level software agreements at both the USHE and institutional (University) level.
  • Advanced Microsoft Excel skills, including data analysis, reporting, and license tracking.
  • Experience managing complex software licensing environments and ensuring compliance.
  • Proven ability to analyze vendor proposals, pricing models, and market trends to support strategic decision-making.
  • Experience leading or mentoring a team, with a focus on collaboration and continuous improvement.
