Job SummaryProvides nursing services, case management, education, and outreach in both community and clinical settings. Oversees personnel functions for assigned staff. This position oversees the home visiting program and serves first‑time prenatal mothers in the community. Services continue until the child is 2 years old and include home, conducting clinical screenings and assessments to promote healthy childbirth, mothers, and children. The role requires travel throughout Salt Lake County and a flexible schedule to meet the needs of families served.
Minimum QualificationsAssociate’s degree from a National League for Nursing (NLN) or Commission on Collegiate Nursing Education (CCNE) accredited university or college in Nursing, or closely related field, plus six (6) years of related nursing or program management experience, of which one (1) year must have been of supervisory; or an equivalent combination of related education and experience. Education may not be substituted for the supervisory experience.
Must possess a current Utah Registered Nurse license or a Multistate Nursing Compact License. A valid Driver’s License issued by the State of Utah is required at the time of hire and must be obtained within six (6) months of hire to operate a County vehicle.
Must be verified negative on mandatory drug test, subject to random alcohol and drug testing, and may be subject to post‑accident and reasonable suspicion testing. Due to the nature of this position, a two‑step Tuberculosis skin test and a required background check via fingerprinting and enrollment in the RAP Back program are required.
Essential Functions- Oversees professional nursing services and case management to assign clients in clinical, community, and/or infectious disease/epidemiological settings.
- Supervises assigned staff, including students and volunteers, including hiring, promoting, orienting, training, assigning and reviewing performance, annual performance appraisal and discipline.
- Coordinates with community agencies to promote public health and agency services.
- Performs program evaluation and client surveys to ensure customer satisfaction and operational effectiveness.
- Manages, surveys and sets pricing for vaccines, orders and maintains prescription and non‑prescription medications and vaccinations, and maintains program protocols and requirements for ordering, storing and tracking medication.
- Maintains and ensures compliance with standing orders, program/contract expectations and established protocols; provides medication prescriptions and/or vaccinations based on independent medical assessment, clinical judgment and standing orders.
- Maintains current working knowledge of public health nursing, public health issues and emergency nursing to provide appropriate leadership and mentoring.
- Manages work area’s medical inventory, equipment or durable/sellable goods.
- Assists in preparation and administration of clinic or program budgets, ensuring services are delivered with fiscal responsibility and allocated resources; prepares, analyzes and submits professional plans, guidelines, protocols, and reports.
- Ensures compliance with all federal, state and local record‑management regulations (HIPAA and GRAMA) and OSHA blood borne pathogens and respiratory standards.
- Participates in planning and responding to public health emergencies such as disease outbreaks or natural disasters; leads and participates in educational events, in‑services, seminars, trainings, presentations, conferences and collaborative disease cohort reviews.
