Responsibilities
- Perform direct compliance responsibilities for physically stored hazardous materials at the DLA Disposition Services site, including 90‑day hazardous storage facilities and/or Conforming Storage Facilities for all hazardous materials generated.
- Coordinate Conforming Storage Facilities for hazardous materials generated throughout a state area or equivalent.
- Determine when permits are required; prepare or coordinate application preparation and resolve problems to ensure permits are obtained at the appropriate time.
- Perform tasks related to all technical aspects of the environmental disposal program at full‑service sites, including hubs, retrogrades, special contracts, or unusual waste streams.
- Ensure the facility remains or becomes regulatory compliant.
- Conduct pre‑receipt inspections of hazardous materials and waste generation.
- Provide technical guidance to field office materials‑handling personnel performing receiving/warehousing functions.
- Establish and provide guidance to sales and reutilization personnel regarding the RTD/Sales of hazardous materials and waste.
- Furnish guidance to DLA Disposition Services personnel on all applicable environmental regulations and policies.
- Implement and administer an Environmental Management System (EMS) for designated site(s).
Note: If selected at the GS‑09 level, duties will be performed in a developmental capacity.

- Pre‑employment physical examination required.
- GS‑09:
- One year of specialized experience equivalent to the GS‑07 level or equivalent under other pay systems.
- Experience with receipt, storage, sale, reutilization, and disposal of environmentally sensitive materials and waste for DoD activities.
- Competence in applying local, state, and federal rules, regulations, and laws related to receipt, storage, handling, transportation, sale, and other disposal requirements of hazardous and toxic materials and waste.
- Understanding of the Environmental Program and ability to provide guidance to generator personnel, DLA Disposition Services personnel, and customer/contracted personnel.
- GS‑11:
- One year of specialized experience equivalent to the GS‑09 level or equivalent under other pay systems.
- Oversight of disposal contracts.
- Inspection of materials, containers, and storage facilities to determine nature and condition.
- If no specialized experience, education must be used to meet basic qualifications (see Education section).
- Combination of education and experience may be used to meet total qualification percentages.
Frequent inspections of generator collection points and areas, field office warehousing facilities, and observation of customer/contractor on‑site operations requiring extended walking and standing.
Work EnvironmentRegular exposure to adverse weather conditions and hazardous collection and storage facilities. Use of safety equipment such as hard hats, safety shoes, and other protective apparel may be required.
Education Requirements- To qualify based on education without specialized experience, a master's or equivalent graduate degree, or two full years of graduate study, may be required for GS‑09.
- For GS‑11, a Ph.D. or equivalent doctoral degree, or three full years of graduate study, may be required.
- Graduate education in excess of the next lower grade level may qualify for GS‑11 or GS‑09.
Drug and alcohol testing will be required. Refusal or a positive result may result in withdrawal of the job offer or removal from federal service.
