Accountant Position

Performs professional accounting work in support of the River Authority's financial operations. Assists with financial reporting, reconciliations, accounts receivable, fixed assets, payroll accounting, and month-end and year-end closing activities. Maintains financial records in accordance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) requirements, and established internal controls. Supports governmental accounting activities related to fund accounting and capital assets while developing technical accounting knowledge and analytical skills.

Essential Duties & Responsibilities

Accountant I

  • Assists in preparing financial statements, reports, schedules, and disclosures for internal and external reporting purposes
  • Performs assigned accounts receivable and billing functions, including invoice preparation and payment tracking.
  • Prepares routine journal entries with appropriate supporting documentation and review-ready work papers.
  • Performs assigned account reconciliations, including bank reconciliations, and identifies discrepancies for review.
  • Assists with month-end and year-end closing activities, including preparation of schedules and supporting documentation.
  • Supports fixed asset tracking, inventory processes, and documentation of asset activity.
  • Assists with payroll-related entries, including uploading and posting retirement transactions.
  • Assists with accounts payable activities, including vendor payment processing as assigned.
  • Supports audit activities by gathering and organizing requested documentation.
  • Maintains financial records in accordance with established policies and procedures.
  • Provides administrative and data entry support for accounting transactions as needed.
  • Performs related work as required.

Accountant II

  • Prepares financial statements, reports, and supporting schedules with minimal supervision.
  • Independently manages assigned accounting processes including accounts receivable, billing, collections, payroll accounting, fixed assets, and project accounting
  • Prepares and reviews journal entries to ensure compliance with accounting standards and organizational policies.
  • Performs monthly account reconciliations, investigates variances, and resolves discrepancies.
  • Actively participates in month-end and year-end close processes, ensuring accuracy and adherence to deadlines.
  • Serves as payroll liaison and ensures accurate payroll accounting, reconciliations, and benefit-related postings.
  • Maintains and monitors fixed asset records, including acquisitions, disposals, and depreciation schedules.
  • Assists with audit preparation by compiling schedules, responding to auditor requests, and ensuring completeness of documentation.
  • Reviews routine accounting transactions prepared by support staff for accuracy and completeness.
  • Identifies process improvement opportunities and implements enhancements to assigned accounting functions.
  • Ensures compliance with internal controls, policies, and procedures.
  • Performs related work as required.
Supervisory Requirements
  • This position does not directly supervise any employees.
Minimum Qualifications Required

Education and Experience
  • Qualified candidates that possess an Undergraduate Degree from an accredited college or university in Accounting, Finance, Business or a related discipline, and 1 year of progressively responsible experience in public sector accounting, budgeting, and reporting, or a combination of experience and education that results in the required knowledge, skills, and abilities, may qualify for the Accountant I position.
  • Qualified candidates that possess an Undergraduate Degree from an accredited college or university with emphasis in Finance, Accounting, Business Administration, or relevant discipline, and at least three (3) years of progressively responsible experience in finance, accounting, or economics; or a combination of experience and education that results in the required knowledge, skills, and abilities, may qualify for the Accountant II position.


* If selected, level will be determined by Manager based on internal assessment of education and experience.
