Payroll Manager / Payroll Tax Specialist

Role Overview:
The Payroll Manager / Payroll Tax Specialist plays a critical role in leading payroll operations and ensuring compliance with federal, state, and local regulations. This position combines leadership of a high-volume payroll team with hands-on tax and compliance responsibilities. The role oversees the preparation, processing, and reconciliation of bi-weekly payrolls across multiple entities, manages tax filings, and ensures adherence to IRS Section 3504 requirements and state unemployment tax rules.
Key Responsibilities:
- Lead, supervise, and train payroll staff, including supervisors, specialists, and tax team members (20+ people)
- Oversee and manage end-to-end payroll and tax functions to ensure accurate and timely processing
- Prepare, review, and reconcile payroll tax filings (941, 940, Schedule B, SUTA, W-2, Social Security, Medicare, and local/state returns)
- Monitor payroll processes for compliance with internal policies and federal/state laws
- Serve as a liaison with federal and state tax offices as needed
- Ensure timely and accurate payroll tax deposits and reconciliations across multiple companies
- Maintain consolidated payroll and tax-related data to support quarterly and year-end reporting
- Plan and implement payroll system upgrades or new software, ensuring staff are trained on changes
- Provide technical accounting support, implementing accounting principles and procedures in payroll processes
- Observe confidentiality policies and maintain compliance with company, state, and federal guidelines
Qualifications:
- 3+ years of experience in payroll accounting within an aggregate filing environment
- 3+ years of leadership and team management experience
- College degree in a business-related field is preferred
- Certified Payroll Professional (CPP) certification preferred
- Strong knowledge of payroll laws, IRS Section 3504 requirements, aggregate tax filings, and W-2 reporting
- Proficiency with Excel (including modeling, index/match)
