Compensation: $75,000 - $85,000

This is a highly visible leadership opportunity for a Payroll Manager who enjoys balancing strategic leadership with hands-on payroll and payroll tax responsibilities in a complex, high-volume environment.
POSITION OVERVIEW
The Payroll Manager is responsible for leading end-to-end payroll and payroll tax operations in a high-volume, aggregate filing environment. This role combines hands-on payroll tax expertise with leadership responsibilities and oversees the accurate preparation, processing, reconciliation, reporting, and compliance of payroll activities across multiple entities.
The Payroll Manager will supervise payroll supervisors, payroll specialists, and tax specialists while ensuring compliance with federal, state, and local regulations, including IRS Section 3504 requirements and multi-state payroll tax obligations.
KEY RESPONSIBILITIES
Payroll Operations
- Oversee the preparation, processing, balancing, and reconciliation of bi-weekly payrolls across multiple entities
- Manage all payroll functions to ensure timely payroll processing, tax deposits, billing deadlines, and reporting requirements are met
- Maintain accurate payroll records, financial data, and payroll reporting
- Supervise payroll workflows in a high-volume environment while ensuring service excellence and operational efficiency
Payroll Tax & Compliance
- Oversee payroll tax operations in an aggregate filing environment
- Ensure compliance with federal, state, and local payroll tax regulations
- Prepare, review, supervise, and reconcile payroll tax filings, including:
- Form 941
- Schedule B
- Form 940
- W-2 Reporting
- State Unemployment Tax (SUTA) Filings
Social Security and Medicare Reporting
- Applicable local and state tax returns
- Ensure timely and accurate payroll tax deposits
- Serve as liaison with federal and state tax agencies as necessary
- Monitor payroll processes to ensure adherence to IRS requirements, federal and state laws, and internal policies
Leadership & Team Development
- Lead, train, mentor, and develop payroll supervisors, payroll specialists, and tax specialists
- Provide ongoing coaching, support, and performance management for payroll team members
- Foster a collaborative, service-oriented, and accountable work environment
- Support staff development and cross-training initiatives
Systems & Process Improvement
- Drive payroll system enhancements, automation initiatives, and process improvements
- Lead implementation of new payroll software and system upgrades
- Develop and maintain scalable payroll and tax processes to support organizational growth
- Partner with leadership to support expansion into additional states and establish new payroll tax processes
- Implement technical accounting principles and procedures within payroll operations
Reporting & Reconciliation
- Maintain consolidated payroll and tax data for quarterly and year-end reporting
- Oversee reconciliation of payroll tax withholding records and cross-company payroll data
- Support year-end processing, including W-2 preparation and reporting
- Prepare reports and analysis for leadership as needed
QUALIFICATIONS
- 3+ years of payroll accounting experience in an aggregate filing environment, multi-state payroll operations
- 3+ years of leadership experience managing payroll teams
- Strong knowledge of:
- Payroll laws and regulations, Federal and state payroll tax requirements
- IRS Section 3504 regulations, Aggregate payroll tax filing requirements, W-2 reporting
- Experience managing payroll tax filings and compliance activities
- Ability to operate effectively in a fast-paced, high-volume payroll environment
Preferred
- Certified Payroll Professional (CPP) certification
- Bachelor's degree in Accounting, Finance, Business, or a related field
- Background in healthcare, payroll services, professional employer organizations (PEOs), or other high-volume payroll environments
- Advanced Excel skills, including modeling and Index/Match functions
- Experience leading payroll system implementations or software upgrades
