We are seeking a highly experienced and strategic Business Continuity Analyst II to support and enhance enterprise-wide business continuity, disaster recovery, and resilience planning initiatives within a large, complex organization. This senior-level role is responsible for conducting risk assessments, developing and maintaining business continuity plans, coordinating continuity exercises, and ensuring operational resilience across departments in a highly regulated public-sector environment.
The Business Continuity Analyst II serves as a subject-matter expert and cross-functional partner, working closely with executive leadership, emergency management, IT, operations, safety, and compliance teams to safeguard critical functions and minimize service disruptions. The ideal candidate demonstrates advanced analytical capabilities, strong knowledge of continuity frameworks, and the ability to lead high-impact preparedness initiatives aligned with regulatory and operational requirements. Perform other duties as assigned.
ExperienceRequirements
- Minimum of 7–9+ years of progressive experience in business continuity, emergency management, disaster recovery, risk management, or enterprise resilience planning
- Extensive experience conducting Business Impact Analyses (BIA), risk assessments, and continuity gap analyses
- Demonstrated expertise developing, implementing, and maintaining Business Continuity Plans (BCPs) and Disaster Recovery (DR) frameworks
- Strong knowledge of industry standards and best practices (e.g., ISO 22301, FEMA guidance, NIST frameworks)
- Experience coordinating tabletop exercises, simulation drills, and after-action reporting
- Proven ability to identify critical business functions and develop mitigation strategies to ensure operational continuity
- Experience collaborating with IT teams on disaster recovery planning and system resilience strategies
- Strong understanding of regulatory compliance, safety standards, and public-sector operational requirements
- Experience supporting crisis management teams and incident response coordination
- Ability to prepare executive-level reports, risk briefings, and resilience strategy presentations
- Demonstrated ability to manage multiple enterprise-level initiatives in a large, complex, or highly regulated environment
- Experience with in a public-sector, governmental, transportation agency environment
- Familiarity with transit operations, critical infrastructure protection, or public safety coordination
- Certification such as CBCP (Certified Business Continuity Professional), MBCP, CEM, or equivalent
- Experience integrating cybersecurity risk considerations into business continuity planning
- Experience supporting board-level or executive governance reporting related to risk and resilience
- Ability to work at a computer for extended periods
- Ability to participate in on-site assessments, emergency exercises, and coordination meetings as required
- Ability to respond during emergency situations or activation events, as needed
- Minimal to moderate physical exertion depending on operational requirements
- Bachelor’s degree in Emergency Management, Business Administration, Public Administration, Risk Management, Information Systems, or a related field
- Strong analytical, organizational, and executive-level communication skills
- Master’s degree in Emergency Management, Public Administration, Business Administration (MBA), or related field
- Professional certification in business continuity, emergency management, or risk management
- Continuing professional education in crisis management, cybersecurity resilience, or regulatory compliance
- Specialized training in critical infrastructure protection or public-sector resilience planning
