Position Summary The Budget Analyst serves as a financial management advisor supporting MEDCOM’s SRM, BASEOPS, MILCON, IO&T, and other related readiness programs.
The role involves preparing, managing, and analyzing Program Objective Memorandums (POM), Budget Estimate Submissions (BES), and President’s Budget (PB) requirements, while providing fiscal year projections, metrics, and funding analyses aligned with DoD and Army directives. The analyst supports the Program Execution Group (PEG), assists MDEP managers, and develops data-driven recommendations for unfunded requirements (UFRs), offsets, and financial efficiencies across installments.
The position requires maintaining and validating MDEP data, developing and reviewing guidance for MTFs and facility enterprises, and ensuring compliance with DoD financial systems and reporting standards. The analyst also coordinates with MEDCOM, USACE, NAVFAC, GSA, and installation partners to manage funds, prepare financial reports, standardize accounting processes, and analyze operational risks. Strong analytical, data validation, and reporting skills – along with proficiency in Microsoft Office, GFEBS, FMIS, and other DoD systems – are essential to ensure financial accuracy, accountability, and mission readiness.

Essential Duties and Responsibilities The following in exhaustive list of duties represents a sample of work routinely performed by this role:
* Prepare, develop, and deliver support for operational, and acquisition related financial management processes governed by DON and DoD comptroller policy.
* Maintain a directorate SharePoint page that provides user approved and efficiently accessible up to date information to all directorate staff that includes at a minimum a repository for reports, acquisition templates and travel forms.
* Establish and maintain multiple master tracking tools for various subjects, to include the directorate:
* Maintain and update tracking tools for internal and external electronic and non electronic taskers, routed packages, and correspondence management.
* Submit monthly status reports on open documents to include commitments, unliquidated obligations and disbursements.
* Identify accounting discrepancies and take appropriate corrective actions.
* Utilize automated management information systems to perform fact finding, analytical, and advisory functions.
* Contractor will provide comprehensive financial and budget execution support for all appropriation types.
* Prepare, review, and analyze program execution documentation for government approval.
* Prepare various funding documents (e.g., WX/WR, MIPR, PR, FADS, etc.) as provided by the Government, using approved financial management systems (e.g., ERP, ADVANA, and DTS). Education, Experience, and Technical Skills Required Education, Experience, and Technical Skills
