Position Summary
Ella SA Contracting is seeking a proactive and field-oriented Construction Safety Specialist with experience in Quality Assurance and Quality Control (QA/QC) to support underground utility and civil construction projects. This role is responsible for promoting and enforcing a strong safety culture while ensuring compliance with company policies, OSHA regulations, client requirements, and project quality standards.
Key Responsibilities Safety Management & Compliance- Conduct daily site safety inspections and audits to ensure compliance with OSHA regulations, company policies, and client‑specific requirements.
- Lead and document Job Safety Analyses (JSAs), pre‑task plans, Stretch & Flex activities, toolbox talks, and safety meetings.
- Monitor work permit compliance, including excavation, confined space, hot work, lockout/tagout, and other applicable permits.
- Investigate incidents, near misses, and safety concerns; assist with root cause analysis and corrective action implementation.
- Maintain and submit safety documentation, vendor reports, inspection records, and compliance tracking logs.
- Ensure proper use of PPE, trench safety systems, traffic control measures, and equipment safety procedures.
- Support and promote a positive safety culture aligned with company core values:

- Assist with implementation and monitoring of QA/QC procedures to ensure work meets project specifications and industry standards.
- Perform field quality inspections related to underground utilities, grading, concrete, and civil construction activities.
- Coordinate with Project Managers and Superintendents to identify quality issues and implement corrective actions.
- Maintain project quality documentation, inspection reports, and compliance records.
- Support project closeout documentation and turnover packages as needed.
- Work closely with Project Managers and field leadership to coordinate site work plans and safe execution of project activities.
- Conduct employee safety orientation and ongoing field training.
- Assist in developing site‑specific safety plans and risk mitigation strategies.
- Monitor subcontractor and vendor compliance with safety and quality requirements.
- Participate in project planning meetings, safety committees, and operational reviews.
- Minimum 3–5 years of construction safety experience, preferably in underground utilities, civil construction, or heavy construction environments.
- Experience with Quality Assurance and Quality Control (QA/QC) processes in construction.
- Strong knowledge of OSHA regulations, excavation safety, utility construction practices, and construction safety standards.
- OSHA 510 or OSHA 500 certification is a plus
- CPR/First Aid certification preferred.
- Trenching and Excavation experience necessary
- Competent Person certifications (Excavation/Trenching preferred).
- CSHO (Certified Safety & Health Official) or CSP (Certified Safety Professional) certification is a plus.
- Ability to read construction plans, specifications, and project schedules.
- Strong written and verbal communication skills.
- Proficient with Microsoft Office, digital reporting systems, and safety documentation platforms.
- Valid driver’s license with acceptable driving record.
- Ability to work outdoors in varying weather conditions and active construction environments.
- Ability to walk uneven terrain, climb, bend, stoop, and lift up to 50 pounds.
- Ability to travel between jobsites as needed.
