the senior cost estimator for dfmwr, naf contracting division, construction branch serves as the technical authority for cost estimating, cost analysis, and financial validation of naf new construction, renovation, and capital improvement projects. The position provides cost estimating and expert guidance across the full lifecycle of mwr facility project development, including planning, programming, design, and construction. It supports naf construction including naf major construction (nafmc), capital purchase & minor construction (cpmc), and sustainment restoration & modernization (srm).
The role includes developing comprehensive cost estimates, performing quantity take-offs, conducting cost risk analyses, escalation modeling, certifying estimates/fees, leading cost component discussions, preparing cost documentation for project submissions, coordinating with cross-disciplinary teams, site validation of sow assumptions, and advising leadership on market conditions and construction escalation trends. It also involves building cost estimates using approved estimating tools such as rsmeans online in compliance with dod and naf standards.
- serve as the senior cost estimator for dfmwr, naf contracting division, construction branch and act as the technical authority for cost estimating, cost analysis, and financial validation of naf new construction, renovation, and capital improvement projects.
- provide cost estimating and guidance across the full lifecycle of mwr facility project development (planning, programming, design, construction).
- support all naf construction activities including nafmc, cpmc, and srm.
- develop comprehensive, fully documented cost estimates; perform advanced quantity take-offs from general specifications, sows, and design documents.
- conduct cost risk analyses, escalation modeling, and contingency development.
- review and certify cost estimates and fee structures prepared by a/e firms and general contractors.
- lead cost component discussions during design reviews, independent technical reviews, and planning charrettes.
- prepare cost documentation for annual nafmc and cpmc project submissions.
- coordinate with multi-disciplinary teams to ensure integrated project development.
- conduct site visits to validate sow project assumptions and gather field data when needed.
- work independently to provide authoritative cost analysis and technical recommendations for nafmc/cpmc/srm projects.
- advise leadership on market conditions and construction escalation trends; contribute to long-range facility investment strategies and annual capital planning.
- build cost estimates using approved tools (e.g., rsmeans online) and ensure accuracy, defensibility, and compliance with dod/naf standards.

- proficiency with project estimating software/tools such as rsmeans online or equivalent.
- journeyman-level knowledge of construction estimating principles and core wbdg cost estimating standards and requirements.
- proficiency in interpreting drawings, specifications, and planning documents.
- experience in cost risk assessment, multidisciplinary coordination, and communicating complex cost concepts to technical and non-technical audiences.
