About the role

As the Lead Heavy Civil Estimator, you will set the pace for winning work across roadway, underground utilities, drainage, and structural concrete. You will transform plans, specifications, and addenda into accurate, compliant, and competitive estimates for municipal, county, utility authority, state-funded, and private development projects. You will drive bid strategy, coordinate with partners, and mentor the estimating team while continuously improving how we estimate.

A day in the life

You start by reviewing drawings, standard specifications, special provisions, geotechnical reports, and late-breaking addenda to frame scope, risks, and opportunities. In Bluebeam and Excel, you perform meticulous takeoffs for roadway sections; storm drainage and storm sewer; water and sanitary systems, both wet and dry utilities; and concrete flatwork and structural concrete. You build detailed estimates in Heavy Bid, calibrating crews and productions with historical performance, market conditions, and owner-specific bid item structures.

You solicit, level, and align quotes from subcontractors and suppliers, ensuring scopes match and participation goals such as DBE, HUB, and EEO are met. Throughout, you partner with Project Managers, Superintendents, and Division Leaders to validate constructability, schedule impacts, and risk exposure, capturing assumptions in organized estimate files and logs.

As bid day approaches, you finalize itemized bid tabs, proposal forms, and schedules of values, and assemble complete, compliant submittals. You lead communication with vendors and subs, clarify scope and terms, and collect compliance documentation. Between pursuits, you tune our pricing libraries for labor, equipment, and materials; refine SOPs, templates, and workflows; contribute to internal training; and mentor Estimators and Junior Estimators.

You attend pre-bid meetings, site walks, and owner conferences, shaping win strategies. You also support budgets, negotiated work, change order pricing, and other estimating department priorities as assigned.

What you will do Analyze plans, specifications, provisions, geotechnical reports, and addenda to produce accurate and competitive civil estimates.

Complete detailed quantity takeoffs for roadway, drainage, storm sewer, water and sanitary utilities (wet and dry), concrete flatwork, structural concrete, and related scopes using Bluebeam and Excel.

Develop robust estimates in Heavy Bid leveraging production history, crew data, cost trends, and owner bid item structures.

Scope, solicit, compare, and align subcontractor and supplier quotes across public and private owners.

Ensure compliance with DBE, HUB, EEO, and other participation requirements as applicable.

Maintain pricing libraries for materials, equipment, and labor with current market and historical inputs.

Assemble complete proposals including bid tabs, forms, schedules of values, and required submission documents.

Collaborate with project leadership to confirm constructability, risks, and schedule considerations.

Lead communication with vendors and subs for solicitations, clarifications, and compliance paperwork.

Keep organized bid files, estimating logs, proposal calendars, and digital structures.

Improve estimating SOPs, templates, workflows, and internal training resources.

Engage in pre-bid meetings, site visits, owner sessions, and internal strategy discussions.

Lead and mentor Estimators and Junior Estimators to uphold standards and competitiveness.

Support budgets, negotiated work, and change order pricing when needed.

Perform other duties in support of the estimating department.

What you bring

Bachelor’s in Construction Management, Civil Engineering, or similar preferred.
7 or more years estimating heavy civil work spanning roadway, utilities, drainage, and structural concrete.

Track record with public infrastructure for municipal, county, utility authority, or state-funded owners;
TxDOT experience is a plus.

Advanced skill with Heavy Bid, Bluebeam, and Microsoft Excel.

Fluency in public agency bid structures and participation programs (DBE, HUB, EEO) and how to compete within them.
