Essential Job Functions (EJFs)The Eligibility Advisor I performs paid, formal training and the following essential functions:
- Interview applicants and recipients in person or by phone to obtain financial and personal information and determine eligibility for public assistance programs.
- Evaluate data from various sources and enter information into a computer-based eligibility system.
- Compute and authorize benefits based on eligibility determinations.
- Process work in accordance with state and federal regulations and established procedures, guidelines, and time frames.
- Perform other duties as assigned.
Must be able to work overtime as required, including weekends when necessary, and in a fast-paced, high-stress environment to meet deadlines.
Knowledge,Skills and Abilities

Additional knowledge, skills, and abilities include:
- Use fact-finding techniques to obtain, relate, and evaluate information from applicants.
- Read, understand, apply, and explain detailed regulations and policies.
- Perform basic arithmetic functions and manage time effectively to meet deadlines.
- Establish and maintain effective working relationships and communicate effectively, both verbally and in writing.
- Follow written and oral directions and instructions.
- Operate computers for data entry and use office software such as Word, Outlook, and Excel.
- General computer proficiency and familiarity with related technologies.
- Use Microsoft Teams and soft phone technology as part of daily work.

Qualifications and Screening CriteriaEducation:
High School Diploma or GED required. Sixty (60) semester hours or ninety (90) quarter hours from an accredited college or university is preferred.
Experience:
One (1) year of customer service experience with public contact (e.g., retail, call center, clerical, hospitality, banking, receptionist). Thirty (30) semester hours or forty-five (45) quarter hours may substitute for one year of required experience. Experience in interviewing clients and gathering information in-person or by phone is preferred.

Access and Eligibility Services Field Office hours are Monday–Friday, 8:00am–5:00pm. Overtime may be required. Applicants selected for hire will undergo fingerprint background checks and must not have a history of fraudulent activity against HHSC or programs it administers. Repayment of over payments may be required as a condition of employment.
