Pupil Personnel Administrator
Reports to:
Assistant Superintendent for Human Resources
Work Calendar: 226 Days
Pay Grade: 5
Status:
Exempt
SUMMARY
Provides strategic leadership and oversight for district wide student support services within the Human Resources Department. Directs and coordinates programs and services related to student discipline, attendance, enrollment, residency, student hearings, Section 504 compliance, and related pupil personnel functions. Collaborates with district and campus leadership to ensure equitable, legally compliant, and student-centered practices that promote student success and compliance with federal, state, and local requirements.
QUALIFICATIONS
* Valid Texas Principal or other appropriate Administrator Certificate.
* Master's degree from an accredited college or university.
* Minimum of five (5) years of successful campus and/or district administrative experience preferred.
* Bilingual (English/Spanish) preferred.
* Experience with the Ascender Student Information System preferred.
SUPERVISES
Administrative Assistant(s), Attendance Coordinators, and Attendance Specialists.
WORKING CONDITIONS
Mental Demands:
Ability to communicate effectively, both verbally and in writing; interpret policies, procedures, laws, and data; analyze complex situations; exercise sound judgment; maintain confidentiality; and meet established deadlines.
Physical Demands/Environmental Factors:
Work is performed in an office and campus environment with frequent travel to district campuses. Frequent sitting, standing, walking, and use of standard office equipment. Occasional lifting of up to 25 pounds may be required.
ESSENTIAL DUTIES AND RESPONSIBILITIES
District Climate
* Communicates effectively with district and campus administrators, staff, students, parents, community members, and outside agencies.
* Provides leadership in promoting a safe, positive, inclusive, and student-centered climate/restorative practices across the District.
District Improvement
* Provides leadership in coordinating district wide student support services aligned with the District's mission, strategic priorities, Board goals, and continuous improvement efforts.
* Works collaboratively with campus administrators, students, parents, Human Resources, and district departments to resolve student discipline, attendance, enrollment, residency, and withdrawals/truancy records.
* Facilitates the record retention schedule.
* Oversees class counts and district overloads and coordinates transportation as needed.
* Oversees all pupil personnel forms.
Instructional Management
* Anticipates and implements proactive strategies to address student concerns before they escalate.
* Reviews student transfer requests in accordance with district guidelines and student needs.
* Reviews residency, custody, guardianship, Power of Attorney, truancy and withdrawal components and enrollment matters to ensure compliance.
* Provides guidance regarding student records, FERPA, and compliance requirements.
* Collaborates with district and campus staff to support student services.
* Ensures compliance with applicable federal, state, and local laws, Board policies, and administrative regulations.
Personnel Management
* Plans, coordinates, and provides professional development and technical assistance for administrators, Attendance Coordinators, Attendance Specialists, and assigned staff.
* Fulfills subpoenas and records requests in compliance with FERPA.
Administration and Fiscal Management
* Complies with all District policies and applicable laws.
* Assists in development and monitoring of the departmental budget.
* Assists in implementing departmental programs while maintaining fiscal accountability.
* Fulfills subpoenas and records requests in compliance with FERPA.
Student Management
* Demonstrates understanding of instructional management systems related to student services.
* Coordinates district student support services with instructional programs.
* Reviews and recommends appropriate educational placement and services.
* Develops and monitors procedures for identifying and supporting at-risk students.
* Coordinates district disciplinary hearings and related pupil personnel matters.
* Oversees maintenance, retention, and release of permanent student records.
* Coordinates attendance improvement, truancy prevention, dropout prevention, registration, withdrawals, and court liaison activities.
* Communicates effectively regarding attendance, enrollment, residency, discipline, student records, and compliance matters.
Professional Growth and Development
* Maintains current knowledge of laws, TEA guidance, Board policy, and district regulations.
* Provides professional development regarding attendance, student records, residency, Section 504, and pupil personnel procedures.
* Participates in professional learning and shares best practices with district staff.
* Develops and updates district procedures, forms, handbooks, and guidance documents.
