Brief

Job Description

Training and Development Specialist IV performs highly complex senior‑level training and development work. Key tasks include evaluating and designing training rosters, monitoring compliance with facility policies, facilitating workshops, maintaining training rooms and equipment, and serving as the curriculum coordinator and subject‑matter expert. The role supports disaster response and continuity of operations as needed.

Essential Job Functions
  • Attend work regularly, maintain shift and overtime requirements, and perform other duties as assigned.
  • Evaluate and design training rosters entered into People Soft; track employee training to ensure 95% compliance, update monthly mandatory/delinquent lists, and send reminders.
  • Monitor and document participant behavior during new‑hire orientation and annual training to ensure compliance; maintain necessary certifications to teach CPR, TIPS, and Van Driver Training.
  • Facilitate workshops, maintain training rooms and equipment, support audit readiness, and submit required training reports.
  • Serve as FCTD curriculum coordinator and subject‑matter expert; update curriculum to reflect current regulations, develop new training, and ensure accessibility and effectiveness.
  • Use the People Soft Training Information Management System to enter rosters, generate reports, and monitor data integrity.
  • Promote training services, collaborate with leadership to identify needs, analyze materials for accessibility, and recommend improvements.
  • Perform additional duties, including disaster response and continuity of operations support as required.

Skills and Abilities

  • Knowledge of policies and procedures relevant to the facility, HHSC, State of Texas, and the CTD Department.
  • Knowledge of adult education principles, practices, and techniques.
  • Knowledge of training procedures and methods; group processes, dynamics, and interpersonal relations.
  • Skills in designing, writing, editing, and producing educational materials for diverse audiences.
  • Skills in analyzing data for production of training materials and departmental reports.
  • Skills in dealing with hospital staff professionally.
  • Ability to lead, instruct, and motivate others in a professional manner.
  • Ability to analyze training needs and evaluate training effectiveness.
  • Ability to interpret policies and procedures; organize, prioritize, and coordinate multiple tasks efficiently.
  • Ability to use computer systems and Microsoft Office to create charts, graphs, and reports.
  • Ability to express oneself clearly verbally and in writing.
  • Ability to work with minimal supervision and make varied decisions within broad guidelines.
Registrations, Licensure Requirements or Certifications

Must possess a valid Texas driver license or obtain it no later than 90 days after hire. Applicants with an out‑of‑state license must provide an original certified driving record.

Initial Screening Criteria
  • Graduation from an accredited four‑year college or university with major coursework in social work, education, or a related field (preferred).
  • Three (3) years’ experience in developing policies, curriculum, or training materials.
  • Three (3) years’ experience conducting and developing training.
  • Three (3) years’ experience in a supervisory or lead role.
  • Three (3) years’ experience with computer database systems and Microsoft Office products.
