Spec Pro Sustainment and Environmental (SSE) is seeking a Program Investment Analyst to support the Air Force Civil Engineer Center’s (AFCEC) Asset Management Framework (AMF) managed out of AFCEC/CF (Facility Engineering).
The Air Force utilizes Asset Management processes, procedures, and strategies to optimize infrastructure life-cycle management while balancing risk and fiscal constraints. The successful candidate will be part of the SSE team providing innovative solutions to execute the program’s objective. The role directly supports the Future Plans Program Investment Branch (AFCEC/CFPI) with coordination and verification of projects in support of the Air Force Comprehensive Asset Management Plan (AFCAMP), ensuring compliance with asset management principles, programming policy, Nex Gen IT data standards, and AFCAMP Business Rules.
Program Investment Branch supports the following Activity Management Plans (AMP):
- Facilities
- Utilities
- Transportation, Networks and Pavements
- Mission and Energy Assurance
- Expeditionary and Emergency Services
- Real Property
- Housing and Dorm Operations
- Natural Infrastructure
Responsibilities will include the following:
- Demonstrate experience, understanding, and knowledge of Activity Management, Requirement Identification, and Project Programming.
- Develop, download, and analyze Sustainment Management System (SMS) and Nex Gen IT outputs to support development and validation of the annual Integrated Priority List (IPL).
- Resolve installation data inquiries during AFCAMP IPL builds and author IPL code revisions to ensure critical project data is captured, verified, and validated.
Verify centrally funded project requirements for completeness and accuracy by reviewing cost estimates, charrettes, DD Form 1391s, and other required documentation. - Work with installations and MAJCOMs to support understanding of AFCAMP processes and compliance with current AFCAMP Business Rules.
- Support AFCAMP processes through development and maintenance of document templates, tools, and tracking products.
- Support development and maintenance of databases and tracking tools used to support the Corrective Action Plan (CAP), Facility Action Request (FAR), and Re-Insertion Request (RIR) programs, including data quality checks, status tracking, and reporting in support of CFPI leadership.
- Support AFCAMP webinars and training events by assisting with moderation, attendance tracking, and capturing questions and responses.
- Assist with AFCAMP Business Rules updates by supporting comment collection, coordination, and documentation.
- Develop data-centered reports, visualizations, and analyses for customer briefings and internal decision support.
- Provide administrative and technical support to mid- and senior-level staff in preparation of information briefs.
Basic Qualifications:
- Bachelor’s Degree.
- 5+ years of related experience.
- Proficient in Microsoft Excel, Word, and PowerPoint. Experience working with databases preferred.
- Strong interpersonal skills to build relationships and foster a collaborative team environment.
- Excellent written and verbal communication skills with ability to develop clear and concise deliverables, presentations, briefs, and written reports.
- Strong interpersonal and communication skills to support collaboration with installations, MAJCOMs, and stakeholders.
- Ability to adapt to evolving requirements and analytical needs.
- Understanding of cross-functional span of control over various civil engineering specialties and fields.
Preferred Qualifications:
- Experience in a customer service, contractor environment.
- Be very comfortable with database management and operating spreadsheets.
- Experience with Air Force mission and structure is preferred.
- Background in Air Force Civil Engineering and programming policy, familiarity with DD Form 1391.
- An existing NAC-I clearance or ability to receive clearance.
This position involves routine customer engagements and may require on‑site presence for meetings or working groups. The position will support a mixed government‑contractor environment at Joint Base San Antonio – Kelly AFB and may require the ability to obtain a Secret clearance.
