Overview
The Air Force Civilian Service (AFCS) is seeking a permanent, full-time Operations Research Analyst, NH-1515-04 (GS-14/15 Equivalency) to work at Air Force Materiel Command (AFMC), Air Force Installation and Mission Support Center (AFIMSC), in the Air Force Civil Engineer Center (AFCEC), Facility Engineering Directorate (CF), Technical Services Division (CFT), Requirement Development Branch (CFTR), at Joint Base San Antonio-Lackland, TX.
ResponsibilitiesThe primary purpose of this position is to serve as a senior Air Force operations research analyst and to provide expertise in initiating, applying, and planning major developmental studies. Acts as the Directorate’s authority on Civil Engineering Intelligence (Artificial Intelligence, machine learning and predictive analysis capabilities), providing expert guidance to Air Force headquarters staff, major command activities, and/or other agencies. Duties are performed at the Field Operating Agency (FOA) level.
- Employs scientific and analytical techniques to define, quantify, and evaluate the feasibility of assigned projects, studies or problems.
- Reviews and evaluates study projects, proposals, and/or reports for adequacy of methodology, including the development of computerized models, ensuring techniques used are valid and appropriate to the problem or issue identified.
- Serves as a consultant and FOA level technical expert to senior subject matter specialists and/or agency officials responsible for broad program operations.
- Attends meetings, conferences, briefings, and seminars related to program planning, advanced technologies, and support system concepts.
- Applies a broad range of methods and techniques used in classical and modern advanced operations research studies; demonstrates analytical abilities.
- Applies expert quantitative techniques to develop, adapt, modify, and apply models to resolve problems or define alternative solutions.
- Participates in study teams, originates new ideas and methodologies, and executes projects within established financial or time constraints.
- Develops clear written communication appropriate for the intended audience.
- Develops and utilizes data collection techniques and builds, uses, and validates models and simulation tools.
- Demonstrates sound judgment, resourcefulness, originality, and awareness of technology impact.
Mandatory qualifications
:
- Must be a U.S. citizen
- Must be able to obtain and maintain a Secret Security Clearance
- Experience applying scientific and analytical techniques for evaluating feasibility of projects
- Experience reviewing methodologies and validating models used to solve problems
- Experience acting as a consultant and technical expert to senior officials on program operations
- Experience attending meetings and briefings related to program planning and technology
- Knowledge and mastery of methods used in classical and modern operations research and strong analytical abilities
- Knowledge of quantitative techniques for developing and applying models to resolve problems
- Ability to participate in study teams, generate new ideas, and execute projects within constraints
- Ability to communicate effectively in writing and present information clearly
- Ability to design, build, and use models and simulation techniques
- Judgment, resourcefulness, originality, and ability to foresee technology impact
Degree in operations research or at least 24 semester hours in operations research, mathematics, probability, statistics, mathematical logic, science, or related subjects with at least 3 hours in calculus. Some positions may require knowledge of a specific subject area. Transcripts are recommended as part of the application.
Additional informationRelocation/PCS entitlements and travel requirements may apply. Salary for 2026 ranges from $107,446 to $164,301 (without locality).
