Under administrative direction, is responsible for coordinating, planning, and monitoring division hazardous materials environmental projects. Conducts research, analyzes complex statistical and scientific data, develops planning timetables, evaluates systems, and procedures, develops standard operation procedures, implements strategic implementation plans, and makes recommendations to achieve goals and objectives. Working conditions are primarily inside an office environment. Exercises supervision over assigned staff.

Work Hours7:45 a.m.
- 4:30 p.m., Monday - Friday
- Functions as project manager for environmental site assessments, remediation projects or special projects.
- Exercises direct supervision over staff.
- Develops reports; provides guidance and opinions related to environmental issues; develops standard operating procedures; develops strategic implementation plans for hazardous materials section.
- Advises management on project problems, quality control issues, and solutions.
- Resolves environmentally-related issues and conflicts during project construction.
- Develops and monitors project schedules and budgets; negotiates scope of services for projects; reviews, verifies, and approves environmental contractor payments.
- Conducts research and risk assessment of projects, and provides risk analyses recommendations regarding project.
- Performs related duties and fulfills responsibilities as required.
- Bachelor's Degree from an accredited college or university with preferable coursework in Environmental Engineering, Hydrogeology, Chemistry, Biology, or a related field
- Three (3) years of experience in managing environmental protection programs, including direct experience in working with regulatory agencies, consulting engineers, scientists, contractors, and neighborhood groups
- Valid Class "C" Driver's License.
- Master’s Degree from an accredited college or university with major coursework in environmental science, geology, biology, natural resources, ecology, or a related field.
- Ability to effectively communicate verbally and in writing with resources agencies, engineers, contractors, and project managers.
- Experience with Municipal Setting Designation (MSD) for both municipal and state programs, reporting process, and program management.
- Experience with Subchapter T requirements, permitting process, and reporting.
- Experience with Texas Risk Reduction Program and federal regulations.
- Knowledge of principles and practices of supervision, training, and personnel management.
- Knowledge of environmental protection principles relevant to water specialty areas and/or landfills.
- Knowledge of Federal, State, and local environmental protection laws.
- Knowledge of hazardous waste materials and disposal systems.
- Knowledge of environmental engineering and hydrogeology.
- Knowledge of microcomputers.
- Ability to operate a computer keyboard and other basic office equipment.
- Ability to administer programs and supervise staff.
- Ability to review and interpret environmental protection laws.
- Ability to communicate clearly and effectively.
- Writes Standard Operating Guidelines (SOG's) for division's environmental procedures.
- Writes strategic implementation plans for the Hazardous Materials Section within the division.
- Serves as a point of contact to obtain training related to the SAP system and City Web Portal.
- Provides training to other division employees.
