Job DescriptionJOB SUMMARY The Planner III is responsible for the assessment of impact fees, assisting customers with questions regarding impact fees and utility service regulations, assisting customers with questions or issues with the development web portal and any special projects assigned by management pertaining to development. The Planner III may assist with longer term projects including impact fee updates and utility service regulation updates.
ESSENTIAL FUNCTIONS
- Responsible for the assessment of impact fees, assisting customers with questions regarding impact fees and utility service regulations, assisting customers with questions or issues with the development web portal and any special projects assigned by management pertaining to development.
- Analyzes, evaluates, and interprets geographic, demographic, and financial program/project data using modeling and forecasting techniques to compose technical and narrative reports on findings.
- Recommends, develops, reviews, and/or interprets programs/events addressing residential, commercial, and environmental studies for regional water/wastewater needs.
- Serves as department liaison with internal departments, community organizations, professional groups, developers, municipalities, trade organizations, and other agencies.
- Participates in the development of contracts/agreements.
- May monitor program or project expenditures.
- Analyzes continuous and incremental process improvements with a focus on departmental efficiencies.
- Creates and presents technical and program information to a variety of audiences.
- Applies and interprets state and local government laws and regulations relating to water/sewer services.
- Facilitates interdepartmental teamwork.
- Establishes and maintains effective working relationships and public relations.
- Applies geographical and planning principles to GIS projects.
- May design, develop and maintain GIS enterprise.
- Performs other duties as assigned.
DECISION MAKING
- This position receives limited supervision.
- May serve as team leader for special projects as assigned.
MINIMUM REQUIREMENTS
- Bachelor's Degree in Urban Planning, Public Administration, Business Administration, Engineering, Environmental Science, or related field from an institution accredited by a recognized accrediting agency.
- Four years' experience in utility or municipal planning, preparing technical documents, program, policy, and project development and analysis.
- Ability to perform GIS applications.
- Ability to use word processing, spreadsheets, database, presentation, and modeling software.
- Valid Class "C" Texas Driver's License.
PREFERRED QUALIFICATIONS
- Bilingual in English/Spanish.
- Master's Degree in related field.
- Three years' experience with graphing and other presentation techniques involving numerical statistics, spatial data, or other datasets.
