ESH Specialist III – PSM
Senior‑level technical expert responsible for developing, implementing, and sustaining Process Safety Management (PSM) programs, ensuring compliance with OSHA PSM (29 CFR ), EPA RMP and related regulations, while driving continuous improvement in process safety performance.
Key Responsibilities- PSM Program Leadership – lead implementation, maintenance, and continuous improvement of all PSM elements:
- Process Hazard Analysis (PHA / HAZOP)
- Management of Change (MOC)
- Mechanical Integrity (MI)
- Operating Procedures
- Process Safety Information (PSI)
- Incident Investigation
- Compliance Audits
- Ensure integration of PSM into day‑to‑day operations and engineering practices.
- Regulatory Compliance – ensure compliance with OSHA PSM and EPA RMP; lead and support regulatory audits and inspections; maintain documentation.
- Hazard Analysis & Risk Management – facilitate PHA/HAZOP studies; identify hazards; track action items from PHAs, audits, incident investigations.
- Management of Change – oversee MOC program to ensure changes are evaluated and documented; ensure hazard reviews, training, and approvals.
- Mechanical Integrity & Asset Reliability – support inspection, testing, and preventive maintenance; collaborate with maintenance and engineering teams.
- Incident Investigation & Learning – lead or support investigations; conduct root‑cause analysis; develop corrective and preventive actions.
- Training & Competency – develop and deliver PSM training; ensure competency; promote process safety culture.
- Emergency Preparedness – support emergency response planning for process‑related incidents; participate in drills.
- Performance Monitoring & Reporting – track metrics; report to leadership; support corporate process safety initiatives.
- Education – Bachelor’s degree in Chemical Engineering, Mechanical Engineering, Industrial Safety, or related technical field (required).
- Experience – 3–10+ years in process safety, EHS, or engineering in a PSM‑covered environment; proven experience leading PSM elements and PHAs/HAZOPs; preference for experience in high‑hazard industries (refining, chemical, petrochemical, pharmaceuticals, food processing with ammonia, etc.).
- Certifications (Preferred) – CSP (Certified Safety Professional); CCPSC (Certified Chemical Process Safety Professional); PE (Professional Engineer).
- Knowledge, Skills, Abilities – strong knowledge of OSHA PSM and EPA RMP; deep understanding of hazard analysis; familiarity with API, NFPA, ANSI, ASME; strong analytical and root‑cause skills; ability to lead cross‑functional teams; excellent communication, facilitation, technical writing; proficiency in PSM software tools.

$75,000–$90,000. Salary determined by education, experience, skills, and internal equity. Exceptional candidates may receive compensation above the stated range.
