Lead Subcontracts Representative
S&B is currently seeking a lead subcontracts representative for projects involving high dollar or technically unique items, or critical product lines. Plans, schedules, coordinates and oversees the work of subcontracts administrators and clerical support personnel assigned to the project. This role must be fully competent in all conventional phases of subcontracting and be capable of planning and conducting tasks requiring independent judgment in the evaluation, selection, and substantial adaptation and modification of standard subcontracting techniques, procedures, and criteria.
Independently performs a variety of assignments involving subcontracting duties and responsibilities for projects involving high dollar, technically unique items or critical product lines. This role has a direct impact upon cost containment, efficiency and the profitability of operations and may involve direct interface with clients.

Supervisory responsibilities generally include directing the activities of assigned team and advising less experienced subcontracts personnel and administrative support personnel unless serving in a standalone role.
Education normally requires a 4 year degree in Business Administration (or related curriculum). In lieu of a degree, 12-15 years of equivalent experience in construction related subcontracting activities is also acceptable.
Qualifications and experience require a minimum of 10 years of related subcontracts experience within the Industrial Power, Energy, EPC, or Heavy Industrial Construction sectors. Skilled in Microsoft Office applications, including Word, Excel, and Outlook. Strong computer and typing abilities preferred.
Understanding of contractual terms & conditions (T&Cs), including indemnification, limitation of liability, insurance requirements, warranties, payment provisions, liquidated damages, dispute resolution, scope definition, progress reporting obligations, and contractual risk management principles.
Proven ability to negotiate commercial agreements and contract modifications, ensuring alignment with policies, objectives, client requirements, and obligations.
Preference for experience on EPC projects with the formation and management of major subcontracts on combined cycle power projects or other power generation facilities.
Prior knowledge of major power plant systems, equipment and key interfaces.
Extensive experience is subcontracts management.
Extensive experience in project setup, including team building, developing project specific templates and developing subcontract execution strategy.
Demonstrated skill sets in developing a subcontracts project team, working and communicating effectively at all levels of project functional groups.
Experience collaborating with cross functional teams such as Engineering, Project Controls, Quality and Safety.
Experience in the preparation of commercial terms and conditions for subcontracts of high risk or complexity.
Demonstrated skill sets of monitoring safety, quality, cost, contractor performance and that all contractual duties and obligations are met by all parties.
Demonstrated understanding of when and how to raise issues to Project Management.
Assist in the development of the Project Execution Plan in subcontracts.
Develop Project subcontracting plans and project subcontracts procedures.
Develop Project bidders list.
Consult with engineering and construction management to clarify material and scope of work requirements.
Prepare and submit request for quotations.
Discuss needs with subcontractors, review subcontractor's alternate suggestions, and make recommendations to project management with respect to cost reductions, better deliveries, and sales terms.
Consult with subcontractors and project engineers regarding technical suitability of equipment and work methods.
Analyze quotations and selects suppliers.
Make commitments and negotiate prices and delivery terms.
