Summary:

CICONIX, LLC is seeking an Assistant Facility Manager to support the The United States Army Institute of Surgical Research (USAISR) Research Directorate, Logistics Division in Fort Sam Houston, TX. The Assistant Facility Manager will focus on providing support by overseeing facility, custodial, and grounds work services performed at the facility.

About the Role:
  • Provide assistance support on various facility maintenance program requirements that may include scheduling preventive maintenance, planning replacement and repair requirements, recording and tracking data, and managing performance and history of all infrastructure components. This includes weekly and monthly facility inspections to evaluate the present use of facilities for optimum effectiveness and efficiency in terms of space utilization and energy conservation. Evaluate present use patterns of buildings, equipment, and other facility related forecasted projects in terms of expanding or changing requirements.
  • Assist the Facility Manager with scheduling, monitoring, and performing on-site inspections of facility maintenance related work performed by outside contractors. Assist in coordinating facility work orders and projects to be accomplished by outside contractors in setting priorities and completion dates. Evaluate performance and provide professional facility engineer advice, counsel, or instructions to outside contractors on facility related work and administrative matters.
  • Assist in monitoring Operations & Maintenance, as well as custodial and grounds service to ensure satisfactory progress and assure compliance with the terms and conditions of the facility and environmental services contracts. Identify problems that threaten contractor’s performance (facility and environmental), to include providing recommendations to resolve problems, conduct follow-up actions, and corrective actions relating to deficiencies. Assist with project requirements as appropriate and be prepared to shift priorities.
  • Assist in preparing work orders to have building services performed, maintain control logs, and monitor, review, and document work completed by the facility contractors (as required documentation mandates). Develop AF 332s for each project and ensure coordination and approval is obtained by the local Air Force (AF) Engineering Squadron. Ensure all new project requirements are coordinated with Occupational, Safety, Fire, and Infectious Control Offices for project compliance.

    Assist in preparing and presenting briefings.
  • Assist with periodic performance review meetings to ensure construction contractors are aware of problem areas, document discussions, and provide an overall assessment of work effort for contract administration file. Perform follow up actions to ensure corrections are made. Implement the three phases of inspection for all construction projects through Corps of Engineer, Preparatory Phase (review all project requirements, assess current conditions and inspect jobsite), Initial Phase (check that all requirements for personnel, materials, and equipment are in place, verify site conditions, inspect the first task and make sure it’s appropriate to continue work), and Follow-up (monitor work on daily basis to ensure job requirements are being met as per contract).
  • Respond to occupant’s complaints and or inquiries to explain building services or enforce building policies and regulations.
  • Keep occupants informed of building services, interruptions or changes in service, facility projects, renovations, scheduled maintenance and assist in coordinating necessary services. Coordinate facility management issues, ensure implementation of work order requests, maintain effective communication with interested parties, resolve disagreements, and obtain a decision when necessary. Provide recommendation and guidance on plans, schedules, methods, objectives, and impacts.
  • Utilize the DMLSS system and Logicole to ensure facility project and room inventory data is accurate and up to date, generate and submit work order requests, and approve work orders. Use the Builder Sustainment and the Real Property Asset Sustainment Management System to manage infrastructure. Use GENEX and Tririga to submit facility projects to the 502nd for approval.
