Colliers Engineering & Design is seeking an Engineering Specialist II to join us in our San Antonio or Houston, TX office. Water and wastewater management presents unique challenges from environmental, health, economic issues to regulatory concerns. Our water management experts comprehend these complexities and apply their expertise in all areas of feasibility, design and master planning, taking into consideration the value of water as a precious natural resource.
Our qualified professionals develop creative and effective solutions for any water management project and are dedicated to ensuring that communities are provided with safe, consistent water and wastewater distribution, collection, and treatment. Direct and manage the technical work effort of assigned staff and coordinate the technical direction provided by project manager regarding scope, schedule, quality and budget of diverse and complex projects.
- Serve as the primary technical liaison between project manager and staff on assigned projects and manage completion of technical elements on projects.
- Provide management with technical assistance and supervision in the preparation of Proposals, Expression of Interest, and Contracts for assigned projects.
- Maintain and utilize working knowledge of accepted engineering design standards, industry standards, scientific principals, regulatory programs, and field standards and practices in the execution of design work as directed by your supervisor and which conforms to company standards.
- Foster the use of innovative concepts in the development of project design and in the preparation of proposals.
- Assist with project manager’s efforts to prepare for and/or attend client/agency meetings, and develop innovative, comprehensive multimedia support materials for client and/or agency meetings.
- Develop necessary competencies for successful execution of work duties including technical writing, public presentation skills, interpersonal communication, knowledge of the political process and its impact on our work, use of various software to increase efficiency and proficiency, analytical techniques, proper techniques for field work and supervisory skills.
- Ensure compliance with, and provide guidance pertaining to complicated, discipline‑specific QA/QC policies and procedures.
- Manage and review project schedules, budgets and QA/QC plans.
- Manage phase budget and schedule.
- Be a subject matter expert resource in various areas.
- Participate in industry conferences by leading presentations as subject matter expert.
- Conduct in‑house technical training.
- Review construction plans, including large–scale or complex projects.
- Conduct team meetings.
- Bachelor’s Degree in Civil Engineering or related field.
- 10–12+ years in related field.
- Professional Engineer (PE) license required.
- Ability to read, write and understand English for purposes of comprehending written job‑related communications and verbal instructions and interactions.
- Proficient in AutoCAD Civil 3D and/or other related software.
- Demonstrate general computer skills, knowledge, and acumen (e.g., Microsoft Office Suite).
- Excel in the ability to learn, apply and teach others technical skills and knowledge.
- Demonstrate advanced investigative, analytical and research skills.
- Demonstrate level of knowledge required to serve as a technical resource for advanced engineering principles and design skills within a specialty area.
