Vice President Fiscal Management/CFO - 350

Serves as VIA's Vice President of Fiscal Management and Chief Financial Officer, responsible for safeguarding the organization's financial integrity while advancing long-term financial sustainability and strategic investment capacity. Leads the development of financial strategies that enable VIA to deliver on its mission, execute major capital investments, expand mobility services, and create community value.

Provides executive leadership for financial planning, enterprise budgeting, capital financing, debt management, treasury functions, accounting operations, grand financial management, performance analysis, and financial risk management. Oversees the development of multi-year financial forecasts and funding strategies that align operating and capital resources with organizational priorities and Board-adopted strategic objectives.

Acts as the principal financial advisor to the President & CEO providing analysis and recommendations regarding financial sustainability, resource allocation, capital investment decisions, funding opportunities, and organizational performance. Ensures sound stewardship of public resources through robust internal controls, transparent financial reporting, regulatory compliance, and a culture of accountability and continuous improvement.

Leads the departments of Management & Budget, General Accounting, Payroll, Revenue Accounting, and other assigned financial functions while fostering collaboration across the organization to support informed decision-making and strategic execution.

Plans, organizes, and coordinates all functions and activities of the division.

Responsible for treasury management functions for VIA's operating and capital funds and ensures that funds are managed and invested in compliance with the Public Funds Investment Act and VIA's Investment Policy.

Manages fiscal responsibilities associated with the long-range capital plan, including generating systemwide financial projections and preparing related financial/operating templates to be submitted to the FTA for Capital Investment Grant program projects. Handles oversight of related grants administration, evaluation of financing options, financial modeling, and submission of related Transportation Improvement Plan to the Metropolitan Planning Organization, in coordination with the appropriate departments.

Manages public finance administration responsibilities, including coordinating VIA's debt financing program, developing related 30-year financial projections, identifying financing needs, making financing recommendations, providing financial and other information for bond official statements and for rating agency reviews, and filing required ongoing disclosure documents with the Electronic Municipal Market Access system.

Develops Annual Operating Budget, Five-Year Financial Plan, and Capital Plan. Monitors division expenses and takes corrective measures as necessary to meet budget goals.

Responsible for development of VIA's Annual Comprehensive Financial Report (ACFR) and coordinates preparation of financial information and statements for audit reports.

Responsible for preparation of all financial information and reporting for FTA Triennial Review, as well as all grants administration, submissions, and reporting to FTA, in coordination with the appropriate departments and functions across the agency.

Prepares a wide variety of documents, presentations, analysis, and other related information for committee and board meetings.

Works constructively with a variety of professional consultants, in areas such as financial advisors and project consultants of FTA Capital Investment Grant Projects.

Recommends, develops, and monitors company-wide and division policies and procedures to ensure consistency with good business practices and applicable policies.

Develops leadership talent and other skills in subordinates through example, guidance, training, and delegation.

Fosters teamwork both within and across divisions.

Recruits, disciplines, counsels, and monitors division personnel.

Establishes and implements controls to ensure compliance with division and company goals, budget, quality standards, performance standards, and legal requirements.

Conducts long and short-range planning for division.

Maintains liaisons with individuals both inside and outside of VIA.

Develops and maintains a timely and accurate reporting system designed to keep the President & CEO and Deputy CEO informed of division progress.

Complies with all requirements imposed by the President & CEO and Deputy CEO in an efficient and professional manner.
