Compliance Administrator is responsible for monitoring and assessing contract compliance, ensuring that the Disadvantaged Business Enterprise (DBE) and Small Business Enterprise (SBE) programs complies with all the federal regulations as outlined in 49 CFR Part 26. This position plays a critical role in establishing VIA's triennial goal and is charged with establishing contract-specific DBE and SBE subcontracting goals throughout the year on federal and local projects.
ESSENTIAL FUNCTIONS:
Responsible for program implementation, federal reporting and review of policy and regulatory enforcement for DBE and SBE.
Reviews and analyzes Determination of Funds (DOF) requests on Department of Transportation (Use the "Apply for this Job" box below). Capital budgeted assisted contracts and establish contract specific goals for DBE and SBE, participation on all federal and local projects.
Monitors contract compliance through on-site Commercial Useful Function visits to verify work being performed is being done by DBE firm and DBE subcontractor employees that are currently listed on federally funded projects.
Monitors Prevailing Wage by conducting field visits interviews with all tiered construction contractor's employee to verify work classifications, wage rates, and hours worked per week to ensure compliance on Davis Bacon Act requirements on all federally funded projects.
Reviews monitor and enforcement of DBE and SBE activities on all contracts.
Reviews contracting records and conduct work site visits for verifying that DBEs and SBEs are performing work outlined in the Contractor Utilization Plan.
Monitors subrecipients to ensure that DBE obligations (including goals, language and tracking of payments) are fulfilled and apply appropriate remedies when necessary.
Monitors contracts and conducts close-out reviews when necessary to expediate release of retainage for the subcontractors.
Collaborates with internal and external stakeholders and establishes Triennial goal for the agency.
Prepares and reconciles all Federal Transit Administration (FTA) Uniform Report of awards and commitments.
Develops and implements training programs for internal and external stakeholders to help promote and ensure compliance with all DBE federal regulations and SBE initiatives.
Participates in Procurement pre-bid conferences to ensure DBE and SBE regulatory requirements are fully understood by all parties.
Performs other duties as required.

REQUIRED
EDUCATION AND EXPERIENCE:
Bachelor's Degree in Business Administration, Contract Management or a related field and three (3) years related experience. Experience may be substituted in lieu of education on a year-for-year basis up to four years.
Experience with state transportation agencies (e.g. Federal Transit Administration, Department of Transportation, Federal Aviation Administration and DBE Program Management. Contract Specific Goal setting is mandatory.
PREFERRED QUALIFICATIONS:
National Transit Institute training on Disadvantaged Business Enterprise.
ADDITIONAL REQUIREMENTS:
Excellent oral, written and interpersonal communications skills.
Bilingual (English/Spanish) skills desirable.
Effective organizational development and problem-solving skills.
Effective planning and strategic management skills.
Skill in using Microsoft Office Suite applications (Word, Excel, PowerPoint, etc.).
Must have and maintain knowledge of applicable federal regulations and DBE certification regulations.
Must have mathematical skills to perform basic required for all reporting necessary to meet federal compliance requirements.
Must be able to maintain good work attendance.

PHYSICAL REQUIREMENTS:
Physical ability required to be mobile, bend, stoop, stand, reach, and occasionally lift 5-25 pounds of objects, such as files, equipment and supplies, and books.
WORK ENVIRONMENTS:
May involve work outside of normal business hours and local travel.
Work involves deadlines and multiple priorities.
Local travel is required.
