The Human Resources Commission consists of five members and acts in an advisory capacity to both the City Council and the Personnel Officer (City Manager) regarding personnel matters. The Commission reviews the City's position classification plan, hears personnel grievance and disciplinary appeals, and makes comments and recommendations to the Personnel Officer and City Council.
Essential Functions- Review personnel administration, including the recruitment and selection process for classified service, publishing or posting of test notices, preparation and scoring of tests, and certification of eligible candidates. Also review the city's position classification system and make recommendations to the personnel officer of the council.
- When requested by the council or the personnel officer, hold hearings and make recommendations on matters of personnel administration within the limits of the request.
- Receive and hear appeals submitted by any person in the city service regarding dismissal, demotion, reduction in pay, or alleged violations of classification and salary resolution. Certify findings and recommendations.
- At least 18 years of age.
- Resident and registered voter of the City of West Covina.
