Education and Experience

Bachelors Degree
Minimum of three years of related experience in human resources or school administration
Experience in conflict resolution or mediation within a mid-size to large corporation or educational environment

High School Diplomas and college/university degrees must be obtained from an accredited program or university approved by the United States Department of Education and the Texas Education Agency.

Primary Purpose Summary

Assists the Director, Employee Relations with employment issues by coordinating and investigating employee relations matters to maintain effective employee to employer relations and ensure compliance with equal employment opportunity requirements, a harassment free work environment, and the Educator Standards of Conduct.

Essential Requirements and Responsibilities
  • Supports the Director in guiding supervisors on employee issues, managing complaints, and conducting investigations.
  • Proactively addresses informal employee concerns to facilitate early resolution and reduce the need for formal grievance procedures.
  • Assists the Human Resources (HR) Investigator with investigative matters pertaining to auxiliary, substitute, and classified staff.
  • Assists HR Investigator with maintaining investigative folders and ensures all documentation is complete, accurate, and finalized in accordance with established procedures.
  • Serves as a point of contact for certified staff on administrative leave, ensuring timely updates.
  • Monitors Texas Education Agency (TEA) certification and State Board of Educator Certification (SBEC) updates as they relate to investigative files and reporting requirements.
  • Assists the Director with designing, delivering, and facilitating recurring training for District administrative and supervisory personnel on employee relations topics, including but not limited to equal employment opportunity, sexual harassment, and progressive discipline.
  • Supports the Director of HR by researching cases, compiling evidence, and preparing written analyses with actionable recommendations.
  • Briefs Director on all pending investigations and maintains a weekly report concerning the employment status of auxiliary employees.
  • Monitors district’s compliance with federal, state, and local employment laws and regulations, and recommended best practices to maintain compliance.
  • Attends professional development to gain knowledge to support effective governance on legal compliance, as needed.
  • Maintains extreme confidentiality of information.
  • Reports to work on time daily.
  • May be required to work a flexible work schedule.
  • Performs additional duties and accepts other responsibilities as may be assigned.
  • Qualification Requirements
    • Strong oral and written communication, interpersonal, decision-making, mediation, and problem-solving skills
    • Ability to establish and maintain positive and effective working relationships
    • Ability to operate independently, empathize with others, understanding when to escalate issues
    • Strong organizational skills, ability to prioritize work, and document efficiently
    • Accurately convey, transfer, and record information in formal and informal meetings/conferences
    • Effectively utilize computers and other equipment necessary in operating the human resources office, to include various software programs including Microsoft Word, PowerPoint, and Excel
    • Think creatively and be flexible
    • Occasional travel to campuses and/or NEISD facilities
    • Valid Texas Driver’s License with driving record that meets the requirements of the District
    • Ability to interpret and follow Board of Education policies, District policies, administrative guidelines and building and department procedures
