* ** Project Overview:*
* The T and T Consulting Services, Inc. Human Resources and Culture Manager (HRCM) is a critical company role for developing and administering HR policies, advising management on employee relations matters, supporting talent initiatives, and ensuring adherence to federal and state employment laws. The HRCM will provide hands-on, end-to-end HR activities and support across the "employee lifecycle" while partnering closely with leadership to ensure compliance, consistency, and operational excellence.
The HRCM will play a central role cultivating a culture where employees feel valued, performance excels, and innovation flourishes.
The ideal candidate is an experienced HR professional who operates with a high degree of autonomy, demonstrates sound judgment in complex situations, and brings a strong working knowledge of compliance, benefits administration, and employee relations-particularly in a multi-state and federal-contracting environment.

* Primary Responsibilities:
*
* + Develop, implement, and administer HR policies, procedures, and employee handbook content to support organizational objectives and compliance requirements.
+ Serve as a trusted HR partner to employees and managers by responding to inquiries and resolving employee relations issues with professionalism, discretion, and sound judgment.
+ Support the full employee life-cycle, including onboarding, new hire orientation, benefits enrollment, performance review processes, promotions, transfers, and separations.
+ Advise managers on performance management, corrective action, and workplace investigations, and provide guidance on appropriate resolutions.
+ Administer employee benefits programs, support benefits enrollment and claim processing, and develop employee-facing benefits communications and educational materials.
+ Support recruiting and hiring efforts, including offer development, compensation discussions, and preparation and extension of employment offers.
+ Prepare separation documentation, conduct exit interviews, and analyze trends to support retention and workforce planning initiatives.
+ Maintain accurate and compliant HR records, organizational charts, and employee directories.
+ Monitor and ensure compliance with applicable federal and state employment laws, including recordkeeping and required reporting (e.g., EEO-1, affirmative action programs).
+ Analyze HR metrics and workforce data for program effectiveness; recommend process improvements.
+ Assist the Facility Security Officer (FSO) with personnel security-related administrative support, as required, in alignment with government contract and security requirements.
+ Plan, coordinate, and support employee education and training initiatives, including compliance training, and ongoing professional development
+ Lead the company events agenda, oversee events arrangements, and coordinate closely with the company Digital Engagement Team to promote company branding and public relations.
+ Administer the company awards program (Employee of the Quarter/Month, Manager of the Year, etc.).
+ Contribute HR expertise to proposal efforts and cross-functional initiatives as needed.
+ Perform other related duties as assigned.
** Required Skills &
Qualifications:
*
* + Strong working knowledge of federal and state employment laws and HR compliance requirements.
+ Demonstrated experience handling employee relations matters, investigations, and performance management issues.
+ Experience supporting benefits administration and multi-state workforce.
+ Must be able to obtain and maintain a Top-Secret security clearance.
+ Ability to handle sensitive and confidential matters with discretion and professionalism.
+ Proven ability to work independently, manage competing priorities, and partner effectively with leadership.

Qualifications:

* + HR certification (PHR, SPHR, SHRM-CP, or SHRM-SCP) preferred.
+ Excellent interpersonal, communication, and organizational skills.
** Required Education/
Experience:
*
* + Minimum of 5-7 years of progressive HR experience, with broad exposure across HR functions.
+ Bachelor's degree in human resources, business administration, or a related field.
