Position: HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT)

The primary purpose of this position is to serve as a Human Resources Specialist (Recruitment & Placement) with responsibility for planning, developing and carrying out full range of recruitment, placement, and related management advisory services for HQ ACC Defense Civilian Intelligence Personnel System (DCIPS) positions Command wide.

Salary ranges include local market supplements.

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the  Professional  work category are at the  Full Performance  work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE

REQUIRED:

Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of Federal HR recruitment, placement, and affirmative employment laws, Executive Orders, philosophy, concepts, principles, methods, practices, programs, and techniques sufficient to accomplish a wide range of complex, interrelated activities;

and troubleshoot very difficult problems referred by less experienced staffing specialists; knowledge of HR processes sufficient to relate recruitment and placement issues to overall HR management processes; skill in advising management on controversial or sensitive, complex, and difficult recruitment, placement, and affirmative employment issues and problems; skill in developing recruitment strategies to provide candidates for the most difficult-to-fill positions; ability to develop and recommend innovative approaches and strategies to resolve unprecedented recruitment and placement problems.

Note:
Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Knowledge of the full range of Federal HR affirmative employment, recruitment, and placement principles, concepts, policies, and analytical techniques.
  • Knowledge of the provisions of a variety of public laws, Executive orders, and Federal regulations regarding recruitment and placement, and affirmative employment.
  • Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.
  • Skill in advising management on controversial or sensitive, complex, and difficult recruitment, placement, and affirmative employment issues and problems.
  • Ability to perform in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex recruitment and placement problems.
  • Ability to express ideas and concepts and communicate effectively orally and in writing.
  • CONDITIONS OF EMPLOYMENT CONTINUED

    Drug Testing:
    This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

    PART-TIME OR UNPAID EXPERIENCE

    Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE

    Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, Ameri Corps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
