Description

The Digital Modernization Sector has a career opportunity for a Business Systems Analyst supporting the Global Solutions Management - Operations II (GSM-O II) contract  contract includes operations, sustainment, maintenance, repair, and defense of the Defense Information System Network (DISN) within the DOD Information Network (DODIN) in support of DISA. It also includes support to other key tasks for DISA, including the transformation of DISA's operational mission through innovation, and support to DISA's mission partners.

Candidate must be able to support a hybrid onsite/offsite schedule at Fort Meade, Scott AFB, SATX DISA facility, or Hill AFB, and a Secret clearance is required upon the start of employment.

The Business Analyst will work directly with customers to capture business and user requirements and communicate those requirements to the team. The role defines detailed stories and epics, with applicable acceptance criteria in collaboration with product owners, SMEs, and development teams. It facilitates meetings with internal technical and operational teams, authors content, and peer reviews a wide array of documents, including functional, technical, training, and planning roadmaps.

Responsibilities
  • Elicit, analyze, communicate, and validate requirements for business processes, translating them into functional and technical requirements for the development team.
  • Craft and generate data sets and visualizations to enhance reporting and analytics quality.
  • Perform data-related tasks such as extraction, scrubbing, and transformation, maintaining metadata and data dictionaries.
  • Assist in pinpointing data issues, implement data fixes, perform manual extracts.
  • Track, monitor, and update user stories in the Atlassian Jira tool.
  • Identify the 'As-Is' process and work with the Product Owner, SMEs, and developers to create the 'To-Be' process.
  • Establish governance and lifecycle management processes for all relevant data domains.
  • Conduct focus groups and analyze data in conjunction with survey findings.
  • Direct, manage, and mentor junior team members to foster growth and ensure project success.
  • Execute engineering activities: requirements analysis, traceability matrix, implementation planning, third-party coordination, integration and test, documentation, deployment, and system assessment.
  • Assume ultimate accountability for the accuracy of all pertinent data, executing necessary updates endorsed by leadership.
  • Collaborate and partner with relevant business processes and digital solutions to align with strategic roadmaps.
  • Develop, document, and communicate purpose of all relevant data attributes, definitions, and acceptable values to stakeholders.
  • Design, implement, and operate business processes to monitor data health, identify and remediate issues, and manage performance metrics.
  • Conduct stakeholder training as needed and participate in data governance forums.
  • Collaborate with developers on designing and developing integrations that integrate Master Data with other systems.
  • Implement and work with AWS and Service Now.
  • Work in an agile environment with cross‑functional teams.
  • Work independently and in a team with limited direction, prioritizing multiple requests across competing projects and day‑to‑day customer support.
  • Participate in User Acceptance testing and recommend improvements.
  • Comfortable working in a dynamic Agile environment.
Basic Qualifications
  • US Citizenship.
  • Active DoD Secret clearance.
  • Ability to commute to Scott AFB, IL, Ft. Meade, MD, SATX DISA facility, or Ogden, UT for hybrid onsite/offsite support.
  • Bachelor's degree with 12–15 years of relevant experience or master's with 10–13 years of relevant experience; additional years of work experience in lieu of degree are acceptable.
  • Ability to work effectively across multidisciplinary teams.
  • Proficiency in Microsoft PowerPoint, Word, and Excel.
  • Maintain requirements traceability for software systems (RVTM).
  • In-depth knowledge of data modeling, data architecture, and data warehousing.
  • Demonstrated experience with Agile methodologies (Scrum).
Preferred Qualifications
  • Exposure to Service Now applications such as TSM, TNI, OMT modules.
