Position: Program Data Analyst (Army FRCS Support)

Program Data Analyst (Army FRCS Support)

Supports Army facilities and infrastructure management programs by collecting, validating, organizing, analyzing, and reporting Facility Related Control Systems (FRCS) information from multiple government databases and information sources. This position serves as a central point for integrating data from Army organizations, enterprise systems, and real property databases to support portfolio management, cybersecurity compliance, and executive decision making. The analyst develops recurring reports, maintains program data integrity, and provides analytical support for Army Materiel Command (AMC) and other stakeholders.

This is an on-site position located at Joint Base San Antonio (JBSA).

Principal Duties and Responsibilities (
* Essential functions)

  • Collects, validates, and consolidates facility related control system data from Army garrisons, Installation Management Command (IMCOM), Army Program Managers (APMs), inventory teams, and other government organizations.
  • Gathers information from enterprise systems including the Army Portfolio Management Solution (APMS), Enterprise Mission Assurance Support System (eMASS), IMCOM Real Property databases, and other government data repositories.
  • Maintains and organizes large datasets using Microsoft Excel and other data management tools.
  • Verifies data accuracy, identifies discrepancies, and coordinates with stakeholders to resolve inconsistencies.
  • Develops, maintains, and updates program tracking spreadsheets, databases, and reporting tools.
  • Prepares quarterly reports and executive level summaries supporting Army Materiel Command (AMC) reporting requirements.
  • Researches, compiles, analyzes, and organizes technical, operational, and statistical information from government databases, web based resources, internal systems, and other authorized sources.
  • Develops data products, charts, graphs, dashboards, and briefing materials for management reviews and executive presentations.
  • Supports data calls and information requests from government leadership and program stakeholders.
  • Collaborates with functional teams to establish and maintain program performance metrics, measurement methodologies, and reporting requirements.
  • Analyzes trends, identifies data quality issues, and recommends process improvements to enhance reporting accuracy and efficiency.
  • Ensures data is maintained in accordance with applicable Army policies, cybersecurity requirements, and program guidance.
  • Maintains documentation of data collection methodologies, reporting procedures, and standard operating processes.
  • Presents findings and analytical results to government leadership, senior executives, and other stakeholders as required.
Required Experience
  • Bachelor's degree in a related discipline or equivalent experience.
  • Five (5) or more years of experience in data analysis, program analysis, information management, or related analytical support.
  • Must have an active Secret security clearance; U.S. Citizenship is required
  • Experience collecting, validating, reconciling, and analyzing data from multiple systems or databases.
  • Proficiency with Microsoft Excel, including experience managing and analyzing large datasets and developing reports.
  • Experience developing reports, metrics, and analytical products to support program management and decision-making.
  • Ability to communicate findings and coordinate with stakeholders to resolve data issues.

Preferred Qualifications

  • Experience with or familiarity with U.S. Army Installation Management Command (IMCOM) systems and processes is a plus.
  • Knowledge of U.S. Army real property management processes and related tracking systems is a plus.
  • Familiarity with DoD cybersecurity compliance and Risk Management Framework (RMF) requirements;
    CompTIA Security+ certification is a plus.
