Senior Mobile Training Team Specialist to provide strategic oversight and leadership for the Health Security Cooperation Education and Training (HSCET) Program in support of the Uniformed Services University of the Health Sciences (USU) National Institute for Defense Health Cooperation (NIDHC). The Senior Mobile Training Team Specialist orchestrates the overarching portfolio planning, master deployment timelines, and mission prioritization for all international Mobile Training Team (MTT) engagements.

Serves as the primary logistics lead responsible for establishing standardized travel clearance workflows and managing the master pipeline for packing, inventorying, and internationally shipping specialized clinical training supplies.

This position will be in support of the Uniformed Services University of the Health Sciences (USU) National Institute for Defense Health Cooperation (NIDHC). The mission of NIDHC is to support military and civilian health operational readiness in crisis and conflict. NIDHC is a unique organization that acts as a central source of coordination and support of health operational readiness for the U.S. Department of War (DoW) and coordinates and collaborates among six U.S. Departments:
DoD, Homeland Security, Health and Human Services, Veterans Administration, State, and Transportation. NIDHC is an International Military Education & Training (IMET) certified schoolhouse providing Health Security Cooperation training. Using Title 22 and Title 10 security assistance authorities, NIDHC delivers specialized training through in-residence and mobile courses. By leveraging DoW and federal interagency experts, NIDHC develops curricula to build partner capacity and strengthen relationships.

  • Orchestrates the overarching administrative lifecycle, mission prioritization, and master deployment timelines for all domestic and international Mobile Training Team (MTT) engagements.
  • Travels both domestically and internationally as required to support the HSCET mission footprint. This includes traveling between USU South (San Antonio, TX) and the NIDHC Headquarters (Bethesda, MD) for organizational synchronization, attending critical forums such as the Security Cooperation Education and Training Working Groups (SCETWGs), and providing on-site logistical oversight during active training operations.
  • Establishes master templates, timeline frameworks, and quality control standards regarding APACS requests, visa processing, and Instructor Code of Conduct tracking.
  • Monitors team-wide compliance with all IMET/FMF/S333 regulations and security cooperation mandates, ensuring all master tracking records are comprehensive and audit-ready.
  • Oversees the master logistics footprint and warehouse/storage workflow for all specialized clinical supplies; serves as the final technical validator for mission equipment manifests prepared by MTT Coordinators to prevent operational downtime in the field.
  • Synthesizes and tracks global training-related procurement portfolios; approves sourcing sheets before submission and coordinates complex APAC/GPC requisition streams under the broad direction of the HSCET Program Lead.
  • Leads the operational design of field research and evaluation initiatives, organizing standardized data collection strategies to ensure data quality and high-fidelity program delivery across all deployed teams.
  • Analyzes multi-mission logistical outcomes and lessons learned to present formal process improvements and cost‑saving measures to program leadership.
  • Monitors active mission status by reviewing aggregated daily situation reports (SITREPs); coordinates directly with the HSCET Program Lead and Program Manager to manage structural programmatic risks or operational medical emergencies reported from the field.
  • May perform other duties and responsibilities as assigned or directed by the supervisor.
Education and Experience
  • Bachelor's Degree with a focus in Computers/Information Systems or related field required. Master's Degree preferred.
  • Minimum of 6-8 years experience required.

Skills and Abilities
  • Ability to coordinate many complex systems and programs simultaneously, including government travel systems and international shipping regulations.
  • Strong interpersonal skills to keep technical teams updated on visa requirements and administrative timelines.
  • Proven capability to design standard operating procedures (SOPs), data tracking structures, and inventory tracking mechanisms for specialized clinical equipment.
  • Strong understanding of defense health security cooperation priorities and compliance guardrails (IMET/FMF/S333).
  • Exceptional communication skills to synchronize efforts across program leadership, and external stakeholders.
  • Experience in a training environment and as a technical trainer/instructor.
  • Familiar with adult training techniques and able to develop and deliver technical instructional courses in person.
