GENERAL DESCRIPTION OF WORK:

Directly supervises skilled and unskilled employees in the performance of fleet maintenance activities. Ensures subordinate productivity and compliance with VIA policies, procedures, and standards. Manages a varying workload and resource availability to meet rigid service quotas and objectives in a high intensity environment. Works continuously to improve the efficiency and effectiveness of the fleet maintenance programs. Develops knowledge and skills of subordinate employees.

Oversees shift safety and environmental programs.

ESSENTIAL FUNCTIONS:
  • Manages work assignments of skilled and unskilled employees involved in the maintenance, repair, and service of VIA fleet vehicles and equipment to achieve VIA service requirements in the most effective and cost-efficient manner possible.
  • Uses experience and knowledge of vehicle systems, repair/maintenance techniques and operating procedures to:
    • Identify operational issues and pursue the most cost efficient and effective course of remedy.
    • Administer preventive and predictive maintenance programs.
    • Prioritize, schedule, and assign work.
    • Recognize and satisfactorily address safety issues.
    • Ensure work quality of subordinates and contractors.
    • Train and improve upon skills and knowledge of subordinate employees.
  • Responsible for the timely performance of fleet maintenance/service operations and their adherence to established schedules and procedures. Supports operational departments in other divisions to deliver and maximize the quality of VIA service.
  • Responds to non-routine and emergency situations arising throughout the VIA service area. Serves as an on-scene commander to address emergency situations. Responsible for the retrieval of damaged and or inoperable vehicles and equipment from locations throughout the VIA service area to the garage.
  • Ensures all maintenance, inventory and service activities occurring during the shift of responsibility are properly recorded in the VIA Maintenance Management System.
  • Prepares written reports of shift activities and events. Oversees labor timekeeping and personnel administration activities for subordinate employees.
  • Maximizes VIA's revenue and non-revenue vehicle availability through managing the spare vehicles.
  • Maintains the schedule for Preventive Maintenance Inspections (PMI), ensuring a 100% on-time completion rate. Assures that PMI follow-up work is performed to bring the vehicle back into OEM configuration and specifications, prior to the vehicle being returned to service.
  • Performs quality assurance checks on work performed and conducts counseling and instruction to address any issues with personnel, and/or VIA technical documentation.
  • Responsible for the proper use of VIA facilities, tools, and equipment. Monitors inventory draws and use of spare parts, materials, and supplies to optimize maintenance program efficiency, adhere to budgets (shift, department, and division) and minimize risk of loss.
  • Responsible for oversight of activities subject to local, state, and federal regulation including but not limited to:
    Texas Vehicle Inspection Program, Federal Clean Air Act, Federal Clean Water Act, Americans with Disabilities Act, International Building Code, etc. Responsible for Oversight of Texas Railroad Commission vehicle inspections, and any corrective repairs needed.
  • Oversees the proper storage and handling of hazardous materials. Supports VIA's environmental sustainability programs. Responds to accidental fluid spills and gaseous discharges using training and proper technique to safely minimize environmental impact. Oversees proper housekeeping of work and operational areas.
  • Maximizes productivity of subordinate employees through continuous employee engagement, coaching, counseling, and discipline in accordance with VIA policy and procedures. Instructs employees on proper procedure. Works to create and maintain an environment of teamwork and cooperation. Supports the VIA Equal Employment Opportunity program. Supervises within an organized labor environment. Observes the Working Conditions for Regular Employees.
  • Works to instill a culture of safety. Ensures subordinate employee adherence to safety rules and procedures. Investigates and reports accidents. Maintains a safe work environment focusing on accident prevention. Stays abreast of first aid procedures and serves as first responder to employee accidents and injuries.

EDUCATION AND EXPERIENCE:


High School or equivalent, plus additional related training equal to 2 years of college and at least 5 years' experience in a fleet/equipment maintenance operation or an equivalent combination. Must have at least three (3) ASE certifications that directly relate to VIA equipment or must obtain within 6 months of being in the position.
