The Air Force Civilian Service (AFCS) is looking for three Acquisition Program Management Specialist (GG-1101-13) to work at the Air Force Life Cycle Management Center (AFLCMC), Cryptologic and Cyber Systems Division (HNCD), JBSA-Lackland, San Antonio, TX.

In this position you will serve as an acquisition program management specialist within the Cryptologic and Cyber Systems Division, responsible for developing, establishing, implementing, and controlling contractual, financial, and technical aspects of a project/program through designated phases of the acquisition cycle for which no closely related precedents exist. To provide acquisition oversight and guidance on development, acquisition and sustainment across multiple branches, programs, activities and diverse mission disciplines.

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position classified under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007.

This is a Direct Hiring Authority (DHA) position.

Salary Range is $108,001 - $140,403 Annually based on experience.

Relocation, Recruitment and Retention Incentives are authorized.

  • Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under The Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • This position is Acquisition Category Level II and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position.
  • Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
  • Work may occasionally require travel away from the normal duty station to perform temporary duty assignments traveling in military and/or commercial aircraft.
  • Employee may be required to work short/no-notice overtime.
  • Must demonstrate sound security practices for ensuring the safeguarding of classified information.
  • Incumbent may be required to undergo a counterintelligence-scope polygraph examination.

  • Knowledge of laws, principles, policies, and practices of systems Acquisition and Program Management; and of security policies and practices in order to protect classified and sensitive information.
  • Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities; and applicable safety practices for the work environment of this position.
  • Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of the Defense, Air Force, and other entities that govern, interface with, and/or influence the systems acquisition process and integrated life cycle management.
  • Skill to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit.
