Summary
The incumbent will function as a Painter within the Associate Director - Operations Service for the South Texas Veterans Health Care System (STVHCS). The Painter serves in a fully-skilled technical capacity. The painter is a skilled and experienced journeyman painter responsible for preparing, finishing, and refinishing all types of interior and exterior surfaces including gypsum wall board, plaster, concrete, metal, wood, brick, masonry, asphalt, glass, flooring, tile, porous materials, etc.

Applicants will be rated in accordance with the OPM Federal Wage System Qualification Standards.
SCREEN-OUT ELEMENT:
Your qualifications will first be evaluated against the prescribed screen out element—usually appears as question 1 in the online questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and eliminated. The potential eligibles are then rated against the remainder of the Job Elements:
Ability to do the work of the position without more than normal supervision; ability to interpret instructions—specifications—etc. (Other than blueprint reading); ability to use and maintain tools and equipment; dexterity and safety knowledge of materials practices in construction—structure technical practices (theoretical, precise, artistic).
Experience refers to paid and unpaid experience—including volunteer work done through national service programs (e.g., Peace Corps, Ameri Corps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies—knowledge and skills—and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience—including volunteer experience.
Physical requirements:
heavy lifting/carrying (45 lbs and over)—pulling, pushing, reaching above shoulders, use of hands/fingers and legs, periods of walking, standing, crawling, kneeing, bending, and climbing. Ability to perform rapid mental and muscular coordination simultaneously—distinguish basic colors and shades, depth perception, far vision, hearing, and mental/emotional stability. Physical effort: must be able to lift and carry weight exceeding 100 pounds on a daily basis. Materials include stone, sand, concrete, bricks, mortar, wheel barrows, ladders, tools, raw steel, pipes, wood, windows, doors, beams, etc.
The majority of the work will be while standing, stooping, bending, crawling, and/or climbing.
Working conditions:
various indoor and outdoor environments including exposures to temperature and weather extremes; elevated work areas (rooftops) while on ladders and/or lifts; tunnels; hazardous materials (asbestos and lead); loud noises; hard hat areas; dust and dirt; oils, solvents, building products, and chemicals. Protective personal equipment (respirators, hearing protection, eye protection, protective clothing and boots, harnesses, monitoring devices for confined spaces, etc.) will be required daily in the completion of duties.
