Summary

Creates and maintains linkages between all network providers and the Court, oversees eligibility determinations, selects families to participate in the Children’s Court, Family Drug Treatment Program, and Baby Court, oversees assessment services with contractors and reviews results and Individual Service Plans, recruits new network providers, ensures data collection for evaluation activities, selects, trains and supervises qualified personnel for positions including Family Support Monitors, Senior Data Analyst, Court Supervisors, and Coordinator positions, trains network providers on program intent and reporting requirements, staffs Management Information System team, supports implementation and maintenance of the System, completes reports reviewing program records and reports findings to District Court Judges, corresponds with staff from all funding sources, oversees scheduling of cases to appear before Judges, supervises communication between staff and Child Protective Services caseworkers and service providers, coordinates with Child Advocates of San Antonio and other courts, ensures the courts focus on best interests of children and successful rehabilitation, performs related duties as required.

Responsibilities
  • Creates and maintains linkages between all network providers and the Court.
  • Oversees eligibility determinations and selects families to participate in the Children’s Court, Family Drug Treatment Program and Baby Court.
  • Oversees assessment services with selected contractors and reviews results and Individual Service Plans submitted by contractors.
  • Recruits new network providers to fill identified gaps.
  • Ensures the collection of data necessary for all evaluation activities.
  • Selects, trains and supervises qualified personnel for positions such as Family Support Monitors, Senior Data Analyst, Court Supervisors, and Coordinator.
  • Assists in selection and training of personnel for the above positions.
  • Trains all representatives of the network providers regarding program intent, documentation, and reporting requirements.
  • Staffs the Management Information System team and supports its implementation and maintenance.
  • Completes reports reviewing program records; reports findings to District Court Judges.
  • Corresponds with staff from all funding sources and submits required reports accurately and timely.
  • Oversees scheduling of cases before Judges with regard to compliance, review, and sanction.
  • Supervises communication between staff, Child Protective Services caseworkers and service providers.
  • Coordinates with Child Advocates of San Antonio and other courts to minimize conflicts involving court orders.
  • Ensures the Children’s Courts focus on best interests of children and successful rehabilitation.
  • Performs related duties as required.
Minimum Qualifications
  • Graduation from an accredited college or university with a Master’s Degree in Psychology, Social Work, Public Administration, or a closely related field and five (5) years’ experience in child abuse services or closely related field; or an equivalent combination of education and experience.
  • Considerable knowledge of the Child Abuse system, law, and legal system.
  • Considerable knowledge of case management; good knowledge of support service programs and eligibility requirements.
  • Skill in utilizing Windows-based word processing, spreadsheet and database software.
  • Skill in communicating effectively with diverse groups of individuals utilizing tact and diplomacy.
  • Ability to communicate effectively, both verbally and in writing; ability to communicate with hostile, abusive or irrational individuals.
  • Ability to obtain and organize information.
  • Ability to adjust to rapidly fluctuating situations.
  • Ability to operate typewriter and basic office equipment.
  • Ability to establish and maintain effective working relationships with elected/appointed officials, department heads, subordinates, co‑workers, county employees, outside organizations, agencies and individuals, detainee children and the general public.
  • Ability to represent the County in a professional and effective manner.
